About this opportunity
The Georgia Department of Transportation (GDOT) is seeking qualified consulting firms to provide planning support services through a Request for Qualifications (RFQ-484-052825-B), which represents a re-advertisement of the original solicitation. The procurement seeks consultant services for embedded staff augmentation to assist GDOT's Office of Planning with general planning activities, including Metropolitan Planning Organization (MPO) coordination, report development and reviews, plan development, program administration, financial planning, and communication materials development across all Georgia counties. The selected firm will provide specialized expertise, project management, and strategic guidance to support GDOT's planning initiatives. Statements of Qualifications are due June 27, 2025, at 2:00 PM, with a written question deadline of June 20, 2025, at 2:00 PM. The selection process operates in two phases: Phase I evaluates project manager and key team leader experience and qualifications (40 percent weight) and additional resources and approach to challenges (10 percent weight); Phase II, for three to five shortlisted finalists, evaluates technical approach (40 percent weight) and past performance (10 percent weight), with Phase I scores carried forward. Prime consultants must be prequalified by GDOT in either Statewide Systems Planning (Area Class 1.01) or Urban Area and Regional Transportation Planning (Area Class 1.02), and the overall team must be prequalified in at least one of these area classes.
GDOT has established an 11 percent overall annual goal for Disadvantage Business Enterprise (DBE) participation on federally funded projects, which can be met through prime contracting, sub-contracting, joint-venture, or mentor-protege relationships. The contract will be structured as an On-Call Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with an initial term of three years and options to extend up to a maximum of five years. The contract carries a minimum dollar amount of $25,000 and a maximum of $8,000,000. Payment may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation, with firms required to comply with audit and accounting system requirements under 48 CFR Part 31 and to submit yearly certified public accountant overhead audits if contracts exceed $250,000 aggregate. Arcadis U.S., Inc. has been selected as the finalist to proceed with negotiations for this planning support services contract. A restriction on communication with GDOT staff is in effect throughout the solicitation and award process.
