About this opportunity

The Georgia Department of Transportation (GDOT) has re-advertised a Request for Qualifications (RFQ-484-052825-A) for Planning Support Services on an on-call, indefinite delivery, indefinite quantity contract basis. This procurement seeks qualified firms to provide embedded staff augmentation and planning support services across all Georgia counties, including Metropolitan Planning Organization (MPO) coordination, report development and reviews, plan development, program administration, financial planning, communication materials development, and support to other GDOT divisions. The scope encompasses statewide systems planning, urban area and regional transportation planning, and specialized expertise in project management and strategic guidance. Qualifying firms must be prequalified in either Statewide Systems Planning (Area Class 1.01) or Urban Area and Regional Transportation Planning (Area Class 1.02), with prime consultants required to hold at least one of these certifications. Consultant personnel must have obtained Project Development Process (PDP) certification and possess American Institute of Certified Planner (AICP) certification (preferred). Statements of Qualifications (Phase I) are due June 13, 2025, by 2:00 PM ET, with written questions due by June 5, 2025. The evaluation process consists of Phase I (50% combined weight: 40% experience and qualifications, 10% additional resources and challenges) and Phase II evaluation for three to five shortlisted finalists (50% combined weight: 40% technical approach, 10% past performance), with Phase I scores carried forward to Phase II for final ranking.

All responding firms must maintain accounting systems compliant with 48 CFR Part 31, submit notarized certification and Georgia Security and Immigration Compliance Act affidavits, and provide proof of E-Verify authorization. Firms with aggregate contracts exceeding $250,000 must submit yearly CPA overhead audits and maintain no significant outstanding deficient audit findings. GDOT has established an 11% overall annual goal for Disadvantaged Business Enterprise (DBE) participation on federally funded projects, achievable through prime contracting, sub-contracting, joint ventures, or mentor/protege relationships. The contract will be awarded to one firm for an initial three-year term with an option to extend for up to five additional years. The contract value ranges from a minimum of $25,000 to a maximum of $8,000,000, with payment structures anticipated to include Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation to be negotiated. A restriction of communication is in effect from the advertisement date until award announcement, with all communications directed to the designated contact, Temekia Arnold.
