About this opportunity

The City of Thomson, located in Georgia, is seeking competitive sealed proposals for Debris Monitoring, Disaster Recovery, and Emergency Planning Services through RFP24-011. The procurement is designed as a pre-event, renewable annual contract lasting up to four years, with the primary objective of establishing an on-call professional service agreement for disaster response and debris management. Contractors will be responsible for comprehensive services including daily operational coordination, field staff management, recovery contractor work monitoring, reporting system development, and invoice validation. Specific deliverables include debris monitoring, damage assessment, emergency management planning, and training services to prepare for potential natural and man-made disasters. The RFP requires contractors to provide materials and services necessary for potential debris removal scenarios, which may include trees, construction materials, vehicles, and personal property. Proposal responses are due by December 6, 2024, at 2:00 PM, with evaluation criteria focusing on past performance, firm qualifications, project approach, and pricing. The City will evaluate and potentially select the best-rated response, which may not necessarily be the lowest bidder.

The solicitation does not explicitly mandate specific set-aside designations for disadvantaged enterprises, though federal regulations regarding small and minority business participation are referenced. Current emergency services are being provided by Rostan (monitoring), CTC (debris collection/hauling), and GMC (public assistance) under temporary 90-day contracts related to Hurricane Helene cleanup. Subcontractors are permitted but must be identified with their mobilization timeline, and two notarized copies of the Contractor (EV) affidavit must accompany submissions. A 5% bid bond is required and must be presented within 10 days of the Notice of Intent to Award or prior to contract award. While no specific budget has been established, the City does not guarantee a minimum contract value and emphasizes the contract's purpose is to ensure rapid disaster response capabilities. Bidders can propose services for one or multiple components, and both incumbent and new providers are eligible to submit proposals. The contract is structured to allow the City flexibility in engaging private contractors to supplement municipal resources during potential future disaster recovery efforts.
