About this opportunity

The City of Fort Worth is requesting proposals for a non-exclusive agreement to provide window washing services for various City departments on an as-needed basis (RFP 26-0214), with proposals due July 2, 2026. A 30% small business participation goal applies — at least 30% of the total awarded contract value must be performed by or subcontracted to certified small business firms located in Tarrant, Wise, Johnson, Parker, or Denton County.

Respondents must demonstrate a minimum of two years' industry experience, with supervisors holding at least one year and project managers at least two years. The scope encompasses interior and exterior window washing at multiple City facilities including City Hall, Meacham International Airport, Spinks Airport, Fort Worth Convention Center, and three golf courses (Pecan Valley, Meadowbrook, and Rockwood). Services include washing all windows and glass areas eight feet and higher, removal of hard water deposits and paint specks, frame and windowsill cleaning, and specialized services such as atrium and skylight cleaning. City Hall services must be scheduled between 6:00 PM and 6:00 AM Monday through Friday; other facilities between 7:00 AM and 4:00 PM Monday through Friday, with weekend availability between 6:00 AM and 6:00 PM. Vendors must acknowledge service requests within 48 to 72 hours and schedule services within ten business days. OSHA certifications are required; specialized certifications such as SPRAT, IRATA, or IWCA may be required. Equipment must include standard items (ladders, rope descent systems) and specialty equipment (scissor lifts, man lifts, Denka atrium lifts) where applicable.

The initial contract term is one year with options to renew for up to four additional one-year periods at the City's discretion. Evaluation uses a best-value methodology: cost (25 points), small business participation (25 points), qualifications and experience (25 points), staffing and project managers (15 points), and pricing methodology (10 points). Proposals scoring below 50% on non-price criteria are ineligible. Pricing must be firm-price in U.S. dollars, FOB Destination Freight Prepaid and Allowed, with payment terms Net 30 Days. Proposals are submitted electronically through the Euna Portal. The City reserves the right to modify tentative schedules; proposers should monitor the portal for addenda.
