About this opportunity
The City of Minneapolis Neighborhood Safety Department is requesting proposals for community navigation and resource coordination services to operate from the South Minneapolis Community Safety Center, with proposals due November 10, 2026 at 12:00 p.m. (Minneapolis Time) and a mandatory pre-proposal virtual meeting on October 26, 2026 at 11:30 a.m. CT.
The scope requires the selected responder to employ three full-time Resource Navigators, with at least two bilingual staff fluent in languages commonly spoken by South Minneapolis residents. Minimum qualifications include three years of experience in community navigation, case management, resource coordination, victim advocacy, or comparable direct human services; three years serving culturally diverse communities; and demonstrated collaboration with multidisciplinary partners including community-based organizations, government agencies, and healthcare providers. The responder must maintain continuous staffing with vacancies not exceeding 90 days and provide culturally responsive, trauma-informed navigation services connecting individuals and families to community resources.
The contract term is two years (April 1, 2027 through March 31, 2029) with the option to extend annually for up to three additional years at the City's sole discretion. The responder must operate on a reimbursement-only basis, certifying financial capacity to cover all program expenses in advance of invoice submission. The City's standard payment period is 35 days from receipt of a proper invoice. The cost proposal must reflect total projected costs for the entire two-year contract period, with indirect expenses capped at 15% of total direct costs unless a federally established indirect cost rate agreement justifies a higher rate. Prohibited expenses include alcohol, tobacco, cannabis, firearms, direct cash assistance, gift cards, computers, vehicle purchases, furniture, capital improvements, and entertainment.
The responder must comply with Minneapolis Living Wage and Responsible Public Spending Ordinance and maintain Workers' Compensation insurance with $100,000 employer liability limits, Commercial General Liability insurance with $2,000,000 limits, Professional Liability Insurance with $2,000,000 coverage, and Cyber Liability Insurance with $1,000,000 per occurrence. The anticipated Notice of Intent to Award is January 29, 2027. Proposals must be submitted electronically through the eSupplier Portal as a single PDF document.
