About this opportunity

Harris County, Texas is issuing a Request for Proposals (RFP) for a turnkey portable off-grid electric vehicle (EV) charging solution to be procured and deployed by the Harris County Office of County Administration with funding from a federal Energy Efficiency and Conservation Block Grant (EECBG) awarded by the U.S. Department of Energy under the Infrastructure Investment and Jobs Act. The procurement seeks self-contained, transportable EV charging stations equipped with a minimum 4-kilowatt solar photovoltaic array, 40-kilowatt-hour lithium iron phosphate battery storage system, and dual-port electric vehicle supply equipment capable of rapid deployment within seven business days without civil construction or utility interconnection. The systems must be designed to withstand Texas Gulf Coast environmental conditions including extreme heat and hurricane-force winds up to 150 miles per hour and be deployed across 67 Harris County-owned facilities distributed throughout the Houston metropolitan area and surrounding municipalities including Pasadena, Seabrook, Galena Park, Klein, Humble, Spring, Crosby, Cypress, Katy, Webster, Baytown, Tomball, and Highlands. Offerors must demonstrate experience with off-grid renewable energy systems, possess required licenses and certifications, provide proof of financial solvency, and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 general aggregate per project, Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $1,000,000. Written questions must be submitted by February 4, 2026, at 12:00 PM CST, and proposals are due by February 23, 2026, at 2:00 PM CST, with pricing remaining firm for the contract duration and all transportation, freight, and installation costs included in the proposal price. The anticipated initial contract term is one year, with four optional one-year renewals subject to Harris County Commissioners Court approval contingent upon satisfactory performance and available funding, and Harris County reserves the right to conduct evaluations and presentations at dates to be determined.

This procurement is subject to federal acquisition regulations including 2 CFR 200, the Build America, Buy America Act (BABAA), Davis-Bacon wage requirements establishing a Harris County Contractor Minimum Wage of $21.65 per hour or applicable prevailing wage rates whichever is greater, and applicable state and local laws, with contractors required to comply with all federal contract provisions including equal employment opportunity requirements, civil rights protections, environmental standards, debarment and suspension verification, Section 3 employment standards, and minority and women-owned business enterprise (MWBE) participation standards. The procurement includes set-aside considerations for Certified HUB/MWBE and Section 3-designated subcontractors, and Harris County reserves the right to make awards to multiple offerors and to reject any or all proposals. All contractors and subcontractors must maintain workers' compensation insurance and provide certificates of coverage prior to contract award, comply with the Harris County Minimum Wage Policy for Contract Workers adopted March 27, 2025, with rates adjusted annually on October 1, and submit to audit by the Harris County Auditor's Office regarding wage compliance. Contractors must submit comprehensive documentation including a Subcontractor Listing Form identifying all proposed subcontractors with DUNS numbers and contract values, a Statement of Offeror Qualifications disclosing litigation history and contract performance, professional references from six prior clients, a BABAA Self-Certification Form certifying domestic sourcing of materials, and a Contractor Profile form submitted within fifteen working days of notification as apparent low bidder. The RFP documents do not specify an estimated award value or budget range, though the contract is funded through the federal Department of Energy EECBG program, and Harris County retains the right to terminate the contract for convenience with thirty days' notice or for cause immediately.
