About this file
This is a Davis Bacon Wage Decision document issued by Harris County, Texas, establishing prevailing wage requirements for construction work on county projects. The document mandates that all contractors and workers on Harris County construction projects must comply with applicable prevailing wage rates determined under the Davis Bacon Act, in addition to separate compliance requirements under Harris County's Minimum Wage Policy.
Harris County requires that no worker on a county construction project may earn less than the Harris County Contractor Minimum Wage of $21.65 per hour, whichever is greater—the applicable prevailing wage rate or the county's contractor minimum wage. Contractors must ensure compliance with both wage standards simultaneously, and the county has established a reference link to its complete Minimum Wage Policy for Contract Workers dated March 27, 2025, which provides additional details on implementation and enforcement of these wage requirements.
