About this opportunity

The State of Illinois, specifically the Illinois Department of Human Services (IDHS), is seeking proposals for a contract to provide a continuum of culturally and linguistically appropriate community-based services, including assessment, treatment, and surveillance services, for individuals transitioning from a secure facility and placed within Illinois communities. The required services span seven categories, including intensive investigation and surveillance, sex offender assessment and treatment, general mental health and medical services, case management, transitional housing, and other administrative requirements. Vendors must demonstrate the capability to provide or arrange access to all seven service categories. The contract has an initial term of five years, with the potential for a four-year renewal. Proposals are due by May 11, 2022 at 2:00 PM, and a mandatory pre-submission conference will be held on March 30, 2022. The technical proposal and pricing will be evaluated separately, with a maximum of 1,150 total points available.

The RFP does not contain a small business set-aside, but does have a 5% Business Enterprise Program (BEP) goal for minority, women, and persons with disabilities participation. While the incumbent vendor is not specified, the current program has 97 participants located throughout the state, with a 42% recidivism rate and 178 residents having been released on Conditional Release at least once. The State reserves the right to cancel the award if the proposed pricing is not considered fair and reasonable, and the contract has an estimated value of $99.8 million over the initial and renewal terms.
