About this file
The document provides Questions and Answers related to an RFP for a Conditional Release program issued by the state of Illinois. The RFP requests providers to offer a continuum of community-based services, including assessment, treatment, and surveillance services for individuals transitioning from a secure facility to the community. The program currently has 97 participants located throughout the state. The contract has an initial 5-year term with the possibility of a 4-year renewal. Vendors are required to make a good faith effort to subcontract 5% of the contract value to BEP-certified businesses, and can use NIGP codes outside of those listed if relevant. References are not required, and management experience in case management, security, or sex offender management is preferred but not mandatory for agent qualifications.
Pricing for the 5-year initial term and 4-year renewal term is calculated on a yearly basis, with the yearly amount being multiplied by the corresponding number of years. The recidivism rate for the program is 42%, with 178 residents having been released on Conditional Release at least once, of which 86 have been returned at least once.

Answer 1: Yes – you can use other codes if they are relevant and if the vendor is BEP certified.
Question 2: If we are unable to meet 5%, do we have to contact all vendors in each NIGP code to get “good faith effort”?

Answer 4: 42%. The TDF has had 316 instances of CR, this includes individuals that have been released more than once. There have been 135 instances of returns from CR, this also includes individuals that have come back more than once. A total of 178 residents have been released on CR at least once, of these, 86 have been returned at least once, or 48%.
Question 5: Please confirm the effective date of the contract.
Answer: 5 - This contract has an initial term of five (5) years. If a start date is not identified, then the term shall commence upon the last dated signature of the Parties.
Question 6: Item A.20 states that no references are required to be submitted with an offer’s proposal submission. Given the highly specialized nature of the services provided and the profound level of risk to public safety, please confirm that references that can attest to the Offeror’s experience and ability to perform the services associated with this solicitation are not required.
Answer 6: References are not required.
Question 7: With regards to agent minimum qualifications, what type of “management experience” (i.e., case management, sex offender management) is required?
Answer 7: Management experience in case management, security or sex offender management are preferred but not required.
Question 8: Please confirm that commercially useful services provided by BEP vendors that are not listed under the NIGP codes in the RFP & Addenda will be accepted as counting toward the 5% BEP contribution?
Answer 8: Yes, as long as the vendors are BEP certified.
Question 9: Please confirm that the 20-page limit reference on page 23 applies only to the 7 categories within section D.2 as distinguished from the entirety of section D.2.
Answer 9: Yes, 20 pages for D.2 Question 10: Please confirm that it is permissible to submit a different price for each of the 10 years.
Answer 10: The pricing sheet attached in Bidbuy is calculated on a yearly amount so the rates will remain the same for the whole 5-year initial term. The yearly calculated amount will be multiplied by 5 for the 5-year initial term. The renewal is also calculated on a yearly amount so the rates will also remain the same for the 4-year renewal. The yearly calculated amount will be multiplied by 4 for the 4-year renewal term.
