About this opportunity
The Broward Sheriff's Office Department of Fire Rescue and Emergency Services is requesting proposals to design and deliver one Synchronization Matrix Workshop and coordinate and evaluate one full-scale exercise simulating a large hazardous materials train derailment in or near Port Everglades, with proposals due July 17, 2026 under RFP 26008SD.
A CBE/SBE certification preference (5 points on a 100-point scale) applies; however, the solicitation does not restrict bidding to certified firms. The evaluation committee will score proposals on Scope of Services and Training Objectives (30 points), Staffing and Qualifications (25 points), Project Pricing (20 points), Project Completion Time (20 points), and CBE/SBE Certification (5 points), with award on a "best value" basis.
The full-scale exercise must accommodate up to 100 participants and be completed no more than 90 days from contract execution and must be Homeland Security Exercise and Evaluation Program (HSEEP) compliant. The contract structure is a lump sum divided across four milestones: Project Management (40%), Exercise Deliverable Development (20%), Delivery and Conduct of the Synchronization Matrix Workshop (20%), and Design and Delivery of the After-Action Meeting (20%). Pricing will be calculated using a lowest-price formula for scoring purposes.
Staff qualifications are highly specialized. The Project Manager must hold Certified Emergency Manager, FEMA Advanced Professional Series, L-449 ICS Train the Trainer, FEMA All Hazards Incident Management Team, G191 ICS/EOC Interface, and HSEEP Train the Trainer certifications. The Exercise Lead must possess FEMA Master Exercise Practitioner certification, L-948 Situational Awareness and Common Operating Picture for EOCs instructor qualification, and HSEEP Train the Trainer certification. The Training Task Lead must hold Type-1 Incident Command System qualification, have ten years' experience on a Type I Incident Management Team, and demonstrate subject matter expertise implementing credentialing programs for at least three jurisdictions including one state agency. Proposers must demonstrate three years' active engagement in similar services and provide documentation of at least three similar projects completed within the previous five years with minimum three professional references.
The contract is funded in whole or in part by the U.S. Department of Transportation Federal Railroad Administration under Agreement 69A36526422620CRSFL and the 2021 Port Security Grant Program. The Sheriff retains the option to renew for two additional one-year periods with thirty days' written notice. The awarded proposer must submit a Project Management Plan within 45 days of contract execution and a Final Performance Report upon exercise completion. Proposers must maintain comprehensive insurance including workers' compensation, commercial general liability of at least one million dollars per occurrence, business automobile liability, professional liability, and cyber liability where applicable. Byrd Anti-Lobbying Amendment and debarment certifications, E-Verify compliance, drug-free workplace certification, human trafficking attestation, and litigation disclosure covering the past three years (seven years for bankruptcy) are required.
