About this file

This file contains evaluation criteria exhibits for a Broward Sheriff's Office Department of Fire Rescue and Emergency Services (BSODFRES) request for proposals to design and deliver a Synchronization Matrix Workshop and coordinate a one-day full-scale exercise simulating a hazardous materials train derailment in or near Port Everglades, Florida. Exhibit 3.5.10 establishes seven evaluation criteria for assessing proposer responses, including understanding of project needs and requirements, definition of functional approach to service delivery, description of project management and quality assurance methodologies, submission of a detailed project work plan with deliverables and staffing information, inclusion of team competence and relevant experience documentation, and provision of key staff descriptions and resumes. Exhibit 3.5.11 specifies nine detailed evaluation factors requiring proposers to demonstrate their ability to evaluate the Broward Sheriff's Office and Port Everglades response capabilities across multiple dimensions of a hazmat train derailment incident, including response coordination among DFRES, mutual aid teams, and fire departments, continuity of operations management, emergency operations plan effectiveness, incident command structure, recovery capability, public information officer performance across media channels, municipal mutual aid agency coordination, port-specific response procedures, and interagency coordination with county emergency management and private partners such as railroads and environmental contractors.

The file does not contain pricing information, set-asides, incumbent contractor details, funding sources, or contract terms. It functions as an evaluation matrix designed to standardize the assessment of proposal submissions based on specific technical and operational criteria relevant to emergency response planning and full-scale exercise execution at Port Everglades.
