About this opportunity
The Governor's Office of Service and Community Engagement (GO-SERVE) is seeking a Learning Specialist/Content Producer through RFP Secondary #CV25-111 to develop asynchronous, interactive virtual training modules for the California Service Corps program. The primary objective is to create career readiness training content tailored to California Service Corps Fellows and alumni, with emphasis on culturally relevant material designed for individuals new to the workforce. The deliverables consist of 12 required training modules plus 3 optional modules organized across three curriculum categories: Core Curriculum (8 modules covering workplace readiness, project management, resume building, networking, job search strategy, interview preparation, and translating corps experience), Independent Contracting (4 modules addressing business fundamentals, legal considerations, marketing, and sustainability), and Supplemental/Partner Trainings (3 optional modules on disaster deployments, financial management, and host partner orientation). All training modules must be developed collaboratively with California Volunteers staff for approval and uploaded to a digital platform for annual implementation beginning with the 2026-2027 Fellow cohort and subsequent availability to program alumni. The evaluation methodology employs a secondary (high-score) approach with four phases: Phase 1 (Administrative Pass/Fail), Phase 2 (Minimum Qualifications Pass/Fail), Phase 3 (Technical Evaluation scored at 100 points with a 70-point minimum to advance), and Phase 4 (Cost Evaluation at 50 points). Key deadlines include April 23, 2026, for letters of commitment and written questions, May 5, 2026, at 3:00 PM PST for proposal submission, with an estimated contract award date of May 18, 2026, and contract commencement on June 1, 2026, pending Department of General Services approval. The contract term extends through June 28, 2027, with major deliverable milestones including content look-and-feel approval by June 15, 2026, core curriculum delivery by August 31, 2026, supplemental training delivery by December 7, 2026, and preliminary and final evaluation results due January 25, 2027, and June 28, 2027, respectively.
This procurement is subject to mandatory socio-economic participation requirements, specifically a minimum of 3 percent Disabled Veteran Business Enterprise (DVBE) participation and 25 percent Small Business (SB) participation, both of which must be certified with the California Department of General Services; these requirements are non-negotiable and both must be met to be eligible for award. Eligible proposers include public or private entities legally constituted and qualified to do business in California and registered with the California Secretary of State, with the restriction that no more than 49 percent of work may be subcontracted. The RFP document references past training materials that will be made available for reference; however, licensed content from those existing trainings (estimated at 75 percent) cannot be reused, requiring the contractor to develop substantially new content. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation coverage, and all intellectual property and copyrightable materials developed under the agreement become the exclusive property of GO-SERVE upon creation. The maximum contract award is $500,000, with invoicing submitted monthly to quarterly in arrears contingent upon successful completion and approval of deliverables by the GO-SERVE Contract Manager. Proposals must be submitted electronically via email to procurement@cv.ca.gov in Microsoft Word format, with all materials formatted in Size 12 font (Times New Roman, Arial, or Calibri) and written in third person.

The Learning Specialist / Content Producer hired under this contract will be responsible for producing a series of asynchronous, interactive virtual training modules for Fellows participating in the California Service Corps. These training modules will be mostly focused on career readiness for individuals new to the workforce. The majority of the content will be tailored to California Service Corps Fellows and alumni, an audience primarily new to the workforce; all content should be culturally relevant and focus on career readiness. The trainings should be evergreen, developed for annual implementation, beginning with the 2026-2027 Fellow cohort, and a subset of the trainings should be available to California Service Corps Alumni once they have successfully completed their program. Training modules will be uploaded to a digital platform and may be leveraged in other ways. The award amount is up to $500,000. Please note a minimum participation of 3% DVBE and 25% Small Business is required to submit a proposal. Addendum 1 (4/21/2026): RFP Webinar recording can be viewed at https://californiavolunteers.app.box.com/s/pgjjzh0nduj5g5qjqmqwungaa1nh1hxy Please note both 3% DVBE and 25% SB participation is mandatory. It was mentioned in the webinar as one or the other which is not correct. Apologies if there was any confusion. Addendum 2 (4/22/2026): Scope of Work (SOW) in attachment 3 is updated. Please read the updates carefully. A redline Word document to see what changed and a clean PDF version of it has been uploaded. Also a correction to what was said in the webinar due to the updated SOW: It was said in the webinar that 15 training modules would need to be created. And that there would be access to past trainings to refresh those modules. Now the required is 12 trainings and 3 optional. Also, past trainings will be shared but licensed content in those past trainings cannot be used (which is estimated to be 75% of licensed content).
