About this opportunity

The Virginia State Corporation Commission is soliciting proposals under RFP SCC-26-030-BOI for a cloud-based hosted Bureau of Insurance Information and Payment Processing System, with an optional pre-proposal conference on November 5, 2026 at 3:00 p.m. ET (registration due November 4) and proposals due November 24, 2026 at 4:30 p.m. ET. The solicitation awards SWaM participation points for certified small business subcontracting but does not restrict prime eligibility by set-aside.

The Bureau of Insurance is replacing a system built on Sircon for States, in place since 2008, to support twelve BOI processes, including licensing, continuing education, consumer complaints, enforcement, revenue, and surplus lines broker assessments. The solution must integrate with NAIC and NIPR systems and support approximately 93 BOI concurrent users across five divisions, 20 concurrent users from other SCC divisions, and an estimated 226,133 external users, including agents, agencies, insurance companies, continuing education providers, and consumers. BOI intends to eliminate lockbox and mail/remote deposit collection in favor of standardized electronic collection. Implementation and services must commence before June 30, 2028. Offerors must deliver 18 required deliverables spanning implementation and operations and maintenance, including security and privacy plans, SOC 2 reports, and disaster recovery and business continuity plans.

SWaM points require an offeror or proposed subcontractor to hold active Virginia DSBSD certification before the proposal due date. Offerors must submit a subcontracting plan, and the awarded supplier must submit monthly SWaM Compliance Reports by the 10th of each month. Contracts with an expected value of $5 million or more trigger a prohibition on contributions, gifts, or items valued over $50 to the Governor, his political action committee, or the Secretary of Technology between proposal submission and award.

The anticipated term is approximately five years with three optional one-year renewals. Exhibit F requires fixed milestone pricing, annual O&M costs for each contract year, fully loaded non-blended hourly rates by role, and transaction fee schedules. Pricing must be distinct values, with no cost ranges, and remain valid for at least 180 calendar days from submission. Listed jurisdictions are Richmond City and Roanoke City.

Evaluation covers technical response and proposed solution, implementation approach, service quality and transparency, supplier profile and experience, terms and conditions, procurement and subcontracting plan, and total cost analysis. The SCC will award to a single offeror offering the best overall value, may require product demonstrations and hands-on sandbox testing of at least ten business days, and may conduct site visits, reference checks, and interviews. No offeror is guaranteed an opportunity to negotiate or amend its initial proposal. The point of contact is Amy Pierce at amy.pierce@scc.virginia.gov or 804-371-1524.
