About this file
This document is Exhibit E: Milestones & Deliverables for RFP SCC-26-030-BOI, a cloud-based hosted solution for the Commonwealth of Virginia's Board of Insurance (BOI) to support insurance regulatory, administrative, and payment processing functions. The RFP requires offerors to identify and describe proposed implementation milestones, key activities, deliverables, and a comprehensive implementation schedule. The solution must be implemented and services commenced prior to June 30, 2028. Offerors must submit responses to Exhibit E as part of their proposal, including a proposed implementation schedule that demonstrates their approach to successful, on-time delivery. The schedule should balance rapid implementation with cost effectiveness and efficiency in design, development, testing, and implementation phases. Offerors may include diagrams, charts, tables, and other visual content to support their response, and any proposed changes to SCC-provided language must be submitted separately in Appendix D rather than as redline edits in Exhibit E.
The deliverables matrix identifies 18 required deliverables spanning implementation and operations and maintenance (O&M) phases, including project management plans, integrated project schedules, staffing plans, requirements traceability matrices, solution design documents, data management plans, testing and defect management plans, training materials, system security and privacy plans, operations and maintenance support plans, deployment and go-live plans, implementation closeout reports, SOC 2 reports, transition and turnover plans, disaster recovery plans, and business continuity plans. Most planning deliverables must be completed within 60 days of the effective date, while technical deliverables such as solution design documents, testing plans, and security plans are due prior to testing initiation and go-live. The document provides specific acceptance criteria for each deliverable, emphasizing SCC approval requirements and ongoing maintenance or annual updates during the O&M phase.
