About this file

This is an Exhibit G Subcontracting Plan form for RFP SCC-26-030-BOI, a cloud-based hosted solution to support insurance regulatory, administrative, and payment processing functions for the Commonwealth of Virginia. The document establishes mandatory subcontracting compliance requirements for offerors and awarded suppliers. Offerors must complete and submit the subcontracting plan to be considered for award points under the Small Business (SWaM) Participation evaluation criterion. To receive points, offerors or their proposed subcontractors must hold active Small Business and Women-owned and Minority-owned Business (SWaM) certification issued by the Virginia Department of Small Business and Supplier Diversity (DSBSD) prior to the proposal due date.

The subcontracting plan contains three sections addressing different offeror classifications. Section A applies to DSBSD-certified small businesses, which receive maximum available points with no further subcontracting requirements. Section B requires non-certified small businesses to identify portions of the contract to be subcontracted to DSBSD-certified small businesses, with points awarded based on proposed expenditures relative to total contract price. Section C addresses utilization of non-DSBSD-certified businesses. Following contract award, the supplier must submit monthly SWaM Compliance Reports by the 10th of each month detailing all payments to subcontractors, including company information, service types, actual monthly payment amounts, and supporting documentation. Failure to meet proposed small business participation percentages may constitute breach of contract, with all SWaM payments subject to monitoring and enforcement mechanisms by the SCC Procurement Office.

Instructions Offeror must complete and submit a Subcontracting Plan using Exhibit G: Subcontracting Plan.

To be awarded points for the SWaM Participation evaluation criterion, Offeror or Offeror’s proposed subcontractor(s) must hold an active SWaM certification issued by the Virginia Department of Small Business and Supplier Diversity (DSBSD) prior to or as of the due date and time for receipt of proposals. If neither Offeror nor Offeror’s proposed subcontractor(s) hold an active SWaM certification, Exhibit G must still be submitted with Offeror’s proposal.

Small Business (SWaM) Subcontracting Compliance Requirements Following contract award, Supplier (the Offeror awarded a contract) shall submit a SWaM Compliance Report to the SCC Contract Officer on a monthly basis that details all payments made to subcontractors, as specified in the SWaM Subcontracting Plan, for the designated reporting period. The report will be due by the 10th of each month. At a minimum, the following information must be provided to the SCC Procurement Office in the monthly SWaM Compliance Report:

· Reporting Period Start Date and End Date

· Supplier Company Name and Address

· Contact Name, Telephone Number, and Email Address

· Company Name and Address for Each Small Business

· Type(s) of Services Provided by Each Small Business

· Amount of Actual Monthly Payments Provided to Each Small Business During the Reporting Period

· Evidence of Compliance with SWaM Subcontracting Plan (documentation that supports actual monthly payments, such as a copy of checks issued to small businesses, copies of paid invoices, etc.)

All amounts paid to certified SWaM businesses are subject to monitoring and enforcement mechanisms. It is Supplier’s responsibility to provide to the SCC evidence of SWaM payments. Failure to obtain the small business participation percentages in accordance with the SWaM Subcontracting Plan may result in Supplier’s breach of the contract.
