About this file

This is an Exhibit F Pricing template for RFP SCC-26-030-BOI, a cloud-based hosted solution procured by the Commonwealth of Virginia's State Corporation Commission (SCC) to support insurance regulatory, administrative, and payment processing functions. The RFP solicits proposals for a BOI Information & Payment Processing System with implementation, operations and maintenance (O&M), and optional services components. Offerors must complete five required sections: Tab 2 (Implementation & O&M), Tab 5 (Rate Card), and Tab 6 (Transaction Fees) are mandatory submissions, while Tab 3 (Optional Services) is required only if optional services are proposed and Tab 4 (Alternate Pricing Models) is optional. Offerors must define implementation milestones aligned with their proposed project schedule and provide fixed pricing for each milestone covering all labor, materials, resources, software, hardware, deliverables, documentation, third-party fees, reviews, and travel expenses. The contract includes a base period of five years plus three optional renewal years, with annual O&M costs required for each contract year.

Offerors must provide fully loaded, non-blended hourly rates for all roles by contract year, accounting for cost-of-living increases and inflation, and must complete transaction fee schedules for BOI Statutory Fees, Virginia Insurance Continuing Education Board Fees, and any additional offeror-specific transaction fees. All pricing must be distinct values with no cost ranges accepted, and pricing information must remain valid for at least 180 calendar days from the submission date. The RFP prohibits alterations to the Excel template's structure, formatting, or formulas, requires that all pricing include travel and miscellaneous expenses, and stipulates that only pricing data provided in Exhibit F will be considered unless otherwise negotiated. Alternate pricing models, if submitted, must be provided in addition to required sections, include clear assumptions, demonstrate cost coverage and material benefits to the SCC, and are limited to five pages of supporting documentation.

1. License reinstatements for agents and agencies require both the license renewal fee and the license reinstatement fee, which may be paid simultaneously or at different times as separate transactions.
2. BOI fees only apply to the initial submission. If a user submits additional fees post-submission or for an amendment, there are no additional transaction fees assessed by BOI.
3. If a SLB does not pay on time, the penalty is 10% of the amount due plus interest (based on the current VA Dept. of Tax interest rate).
