About this file

This document is the Current State Overview attachment (Attachment A) for RFP SCC-26-030-BOI issued by the Commonwealth of Virginia's State Corporation Commission (SCC) Bureau of Insurance (BOI) to replace its existing BOI Information & Payment Processing System. The RFP seeks a cloud-based hosted solution to support insurance regulatory, administrative, and payment processing functions. The current system architecture is built on Sircon for States (implemented in 2008 and continuously utilized for 18 years), supplemented by multiple web portals, databases, and integrations with external platforms including NAIC and NIPR systems. The scope encompasses twelve primary BOI processes: Birth Injury Fund, Company Assessment, Company Licensing, Consumer Complaints, Continuing Education, Enforcement (Agent Investigations), Licensing (Agent/Agency), RESA, Revenue, Security Deposit, Surplus Lines Broker Assessments, and Uninsured Motorists. The document details the current state environment to provide offerors with comprehensive context for developing replacement solutions.

The current system processes substantial transaction volumes, with fiscal year 2024 data showing 169,444 total transactions processed across multiple collection methods (97.24% ACH, 2.31% Lockbox, 0.46% Mail/Remote Deposit). BOI collected over $117 million in fiscal year 2025 across licensing fees, appointment fees, and various assessments. The system maintains data on approximately 216,090 licensed insurance agents and agencies and 1,700 licensed insurance companies. Key statutory fee structures are specified, including agent/agency licensing fees ranging from $10.00 to $20.00 per line of authority and company licensing application fees generally set at $500.00. The Continuing Education program, administered by a separate CE Board through Pearson Vue as the current program administrator, involves 333 registered CE providers, 5,863 registered CE courses, and 2,403 registered CE instructors as of September 2026. The document establishes that BOI intends to eliminate lockbox and mail/remote deposit collection methods in favor of standardized electronic collection through the new solution.

SCC Elements of Solution

Sircon Replicated Database
SCC
The replicated database (Oracle) is maintained on the SCC network and contains a copy of the Sircon for States production database. It is refreshed on an hourly basis through integration with Sircon for States. The replicated database is used for a variety of data and reporting purposes.
SharePoint
SCC
SharePoint is BOI’s primary document management platform and BOI teams utilize SharePoint extensively to support in-scope processes. The SCC’s instance of SharePoint is not integrated with Sircon for States or other external platforms.

Important Note: SCC’s specific instance of SharePoint is not permitted for external users and should not be considered a viable platform to satisfy Document Management requirements contained in Appendix B: Solution Requirements.

PowerBI
SCC
PowerBI is SCC’s enterprise data analytics and reporting tool. It is used extensively to create reports and analyze data related to BOI in-scope processes. PowerBI pulls data from the Sircon replicated database to generate reports and support data analysis.
MS Access
SCC
MS Access is used to export data from the replicated database to inform various legacy reports.
Box
Box
Box is used for sharing documents between BOI and external parties.
eSCC
SCC
eSCC is SCC’s enterprise financial management system. eSCC is connected to Cardinal Financials, the Commonwealth of Virginia’s official accounting system of record.
SCC Case Management System
SCC
The SCC Case Management System is used to manage and track all cases handled by SCC divisions, including official regulatory actions and settlements that arise from BOI investigations and examinations.
Clerk’s Information System
SCC
The Clerk's Information System (CIS) enables businesses to register with SCC and manage their business online. It allows the public to search for key business information online and helps businesses to more quickly file papers, make payments and perform other important activities. BOI uses CIS to determine the status of insurance companies as part of the company licensing process.
SCC BOI Website
SCC
The BOI website provides a broad range of information for insurance agents, agencies, and companies regarding initial licensing, license renewals, compliance, payments and fees, and many other topics.
MS Outlook
SCC
Outlook is SCC’s enterprise email platform. BOI uses email, both through shared team accounts and individual BOI staff accounts, to correspond with internal and external parties. In some instances, Outlook is used to support bulk communications to external parties.
Telephone
SCC
Cisco is SCC’s telephony platform. It is used extensively in BOI call centers and by BOI staff to communicate with internal and external parties.
Mail
SCC Mailroom
SCC maintains a mailroom to handle incoming and outgoing mail that may include license applications, payments, documents, and forms. The mailroom also supports fax communications and digital scanning of documents.

NAIC & NIPR Elements of Solution

NAIC elements of the solution generally serve as sources of data and information that inform BOI analysis, reporting, and decision-making efforts.

State Producer Licensing Databases (SPLDs)
NAIC
SPLDs is the NAIC’s centralized, state‑by‑state repository of insurance producer license information, maintained in coordination with the National Insurance Producer Registry (NIPR). It contains license data from each state, including Producer name and license number, license type, license status, and license issue and expiration dates. It is designed to give regulators, industry professionals, and the public a consistent, up‑to‑date view of producer licensing across all NAIC member states.
Complaints Database System (CDS)
NAIC
CDS is a centralized repository for insurance consumer complaints maintained by the NAIC. CDS collects and stores consumer complaints filed against insurance companies and agents. CDS provides public access to complaint data for transparency and oversight, supports regulators in monitoring market conduct and identifying trends or systemic issues, and enables consumers to search for complaints and review resolution outcomes.
Regulatory Information Retrieval System (RIRS)
NAIC
RIRS is a centralized, standardized database maintained by the NAIC for storing and retrieving state regulatory actions against insurers, agents, brokers, and other regulated entities across all 50 states, D.C., and U.S. territories. Provides a searchable repository of disciplinary actions, financial impairment actions, administrative measures, and other regulatory events.
iSite+
NAIC
iSite+ is a centralized platform maintained by the NAIC that is used by state insurance regulators to access, analyze, and manage insurance company data, including financial, market, and receivership information. Supports a wide range of regulatory functions, such as financial solvency monitoring and market conduct analysis. Enables state insurance regulators to conduct targeted data searches, generate reports, and access regulator-only documents related to insurance companies and market oversight.
TeamMate+
NAIC
TeamMate+ is a web‑based examination and regulatory tools platform used by financial examiners and market conduct examiners. Provides examiners with access to examination templates for various market areas, sound practices, the latest NAIC handbooks and exhibits, and other regulatory resources.
Snowflake
NAIC
NAIC’s centralized, cloud-based data management platform.
Producer Database (PDB)
NIPR
The PDB is a centralized, nationwide repository of insurance agent and broker licensing information, maintained through the National Insurance Producer Registry (NIPR). Data is updated daily by participating state insurance departments (includes all 50 states, D.C., Guam, Puerto Rico, and the U.S. Virgin Islands). Data captured in the PDB includes a national producer number (NPN), demographics, license data, appointments, and regulatory actions. The PDB is used for national verification of license status.
NIPR Gateway
NIPR
The NIPR Gateway is the official interface for interacting with NIPR’s services. It enables the submission of licensing applications and renewals for resident and non‑resident insurance producers. It supports producer contact and address change requests. Provides access to producer information from NIPR’s Producer Database (PDB). Submissions handled by the NIPR Gateway are transmitted directly to the appropriate state insurance department, streamlining the licensing process and reducing the need for paper filings.

Table 7 – BOI Licensing Fees Table 7 Notes

1. License reinstatements for agents and agencies require both the license renewal fee and the license reinstatement fee, which may be paid simultaneously or at different times as separate transactions.

2. BOI fees only apply to the initial submission. If a user submits additional fees post-submission or for an amendment, there are no additional transaction fees assessed by BOI.

3. If a SLB does not pay on time, the penalty is 10% of the amount due plus interest (based on the current VA Dept. of Tax interest rate).

The following table provides a breakdown of the volume of transactions processed by various collection methods in fiscal year 2024, which is representative of a typical year. In the future, BOI desires to eliminate lockbox and mail / remote deposit methods of collection and utilize a standard electronic collection method. The proposed BOI Information & Payment Processing System solution will need the capability to process this approximate volume of transactions. This does not include transactions conducted for Offeror-specific fees.

Continuing Education Providers, Courses, and Instructors The Virginia Insurance Continuing Education Board oversees the continuing education program in Virginia in accordance with applicable statutes (Code of Virginia §§ 38.2-1867 - 38.2-1874). The CE Board determines how the CE program will be executed and what fees will be levied for program administration. The CE Board is a separate entity from the Bureau of Insurance.

The CE Board selects and establishes contracts with CE Program Administrators that perform day-to-day administrative duties for the CE program on behalf of the Board, such as approving applications for CE providers, courses and instructors, and ensuring CE course credits are properly recorded. The current CE Program Administrator is Pearson Vue. The CE Program Administrator is required to use the same information system as BOI.

Fees that are charged in the BOI Information System for CE-related transactions are determined by the CE Board and negotiated through the CE Program Administrator. Currently, CE fees are calculated and collected by the Sircon for States platform through a monthly billing process based on CE transactions submitted by CE providers and instructors.
