This procurement encompasses comprehensive maintenance and inspection services for railroad tracks, switches (three total), de-railers (two total), car stops (four total), road crossings (two total), and 2,250 linear feet of track to be maintained at Class 2 standard. The contractor must be qualified by the Fort Worth Water Department, comply with all applicable federal, state, and local regulations, and establish a Maintenance Management Plan defining inspection procedures, maintenance frequencies, performance requirements, and response times prior to commencing work. Deliverables include annual or bi-annual general inspections with written defect reports, non-emergency service responses within 24 hours with in-person response within 7 days, and emergency responses with 4-hour initial response and 48-hour in-person response. Required qualifications include at least two years of experience performing railroad maintenance and inspections, appropriate training and certifications for inspections and repairs, ability to obtain necessary approvals and permits, and compliance with Fort Worth Water and Railroad (FWWR) safety training and operations requirements. Evaluation will be based on a best-value approach, with scoring allocating up to 15 points for cost, 25 points for qualifications and experience, 25 points for approach to perform services, 15 points for ability to meet City needs, 10 points for availability of resources, and 10 points for Fort Worth Water Department training certification; proposals must score at least 50% of available points excluding price to advance. The opportunity was posted February 16, 2026, with proposals due March 19, 2026; questions must be submitted through the Euna Portal prior to the Questions Due Date, and proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities with public opening and reading occurring at Fort Worth City Hall at approximately 2:00 PM CST after the close deadline.

The City of Fort Worth has established a Small Business Goal of 30% for this procurement, which may be satisfied through self-performance by a certified small business prime contractor, utilization of certified small business subcontractors, or a combination of both; certified small businesses must be located in Tarrant, Wise, Johnson, Parker, or Denton County and hold current certification from a City Manager-approved organization. All bidders must complete the Small Business Utilization Form in its entirety and submit current valid certifications for all small businesses being utilized; failure to do so may result in zero points awarded for the Small Business Goal criteria, and intentional or knowing misrepresentation of material facts may result in disqualification from consideration for future City bids. No incumbent vendor or current contractor information is specified in the procurement documents. The initial agreement term shall be one year with automatic renewal for up to four additional one-year periods unless either party provides 90 days' written notice of non-renewal. Pricing must be submitted in United States dollars as firm prices with freight terms as FOB Destination Freight Prepaid and Allowed, with all associated costs including handling, delivery, and fuel charges included in unit prices, and payment made within Net 30 Days unless otherwise specified; bidders are required to complete a discount calculator spreadsheet for Parts for Repairs services with a base amount of $15,000.00 and transfer calculated pricing to Bid Table BT-46AC. The vendor must obtain and maintain Commercial General Liability insurance ($1,000,000 each occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory limits), and Professional Liability ($1,000,000 each claim/$1,000,000 aggregate), with compensation not to exceed a specified amount to be determined by the City and compliance required with Texas Government Code restrictions regarding boycotts of Israel, energy companies, and discrimination against firearm entities for contracts valued at $100,000 or more with vendors having ten or more employees.
