About this opportunity
The City of Portland, Oregon Bureau of Planning and Sustainability is requesting proposals for on-call professional services in Land Use Planning and Urban Design under RFP QBS-RFP 00002739, with proposals due May 15, 2026 at 4:00 p.m. and a non-mandatory pre-submittal meeting on April 30, 2026. The City seeks to establish up to six price agreements (three in each service category) with no guarantee of minimum work assignment.
An aspirational goal of 30 percent minimum utilization of COBID-certified subconsultants (Disadvantaged Business Enterprise, Minority Business Enterprise, Women Business Enterprise, Emerging Small Business, and Veteran Business Enterprise) applies based on task order amounts. Proposers must describe actions, practices, outreach efforts, and expectations to encourage equitable workforce opportunities among subconsultants and project partners, but are not responsible for enforcing another entity's internal workforce practices.
Scope covers implementation of the 2035 Comprehensive Plan, Central City Plan, and Housing Production Strategy, including site feasibility and programming studies, building prototype feasibility studies, assessment of design and development impacts of proposed policies, and 3-D site area simulations and analysis. Work locations are primarily in Multnomah and Clackamas Counties, though projects may extend into Washington or Hood River Counties. Individual task orders cannot exceed $150,000.
The maximum price agreement amount per service category is $75,000 over the three-year initial period, with a total not-to-exceed of $450,000 over three years. Compensation is negotiated hourly with subconsultant markup capped at 5%. The contract term is five years from the effective date, with the initial one-year term optionally renewable for up to four additional years.
Proposers must hold workers' compensation insurance, commercial general liability ($2 million per occurrence), automobile liability ($2 million per accident), and professional liability/errors and omissions insurance ($1 million per occurrence/$3 million aggregate). Proposers must be certified as Equal Employment Opportunity employers and comply with the City's Equal Benefits Program prior to contract award. Rate increases are capped at annual Consumer Price Index-W inflation for the West Region with no more than one increase per contract year. Addenda 1 and 2, issued May 6, 2026, clarify submission requirements, page limits, evaluation criteria, and Civil Rights Data submission procedures.
