About this file

This is Addendum Number 2 to a Request for Proposals (RFP) issued by the City of Portland, Oregon's Procurement Services division for Land Use and Urban Design Services under solicitation number QBS-RFP 00002739. The addendum clarifies specific requirements and definitions within the original RFP document. Proposals are due May 15, 2026, before 4:00 p.m. The Urban Design Services scope includes site feasibility and programming studies, building prototype feasibility studies, assessment of design and development impacts of proposed policies, and 3-D site area simulations and analysis. The addendum addresses five substantive clarifications to the original RFP language and evaluation criteria.

The addendum specifies that Civil Rights Data submissions, including Exhibit A and responses to Part II Section B.6, are excluded from the overall proposal page limit and are collected for compliance and informational purposes only without being scored as part of the evaluation criteria. For client reference contact information, proposers must provide business email addresses and/or phone numbers rather than physical mailing addresses. Regarding Equal Employment Opportunity and Access in Subcontracting, the City clarified that proposers should describe actions, practices, outreach efforts, and expectations to encourage equitable workforce opportunities among subconsultants and project partners, but are not responsible for guaranteeing or enforcing another entity's internal workforce practices. All modifications outlined in this addendum are binding on prospective proposers and become part of the RFP documents upon which the contract will be based.
