About this file
This is Addendum Number 1 to Request for Proposal (RFP) QBS-RFP 00002739 issued by the City of Portland, Oregon Procurement Services for Land Use and Urban Design Services. The addendum was issued on May 6, 2026, with proposals due May 15, 2026, before 4:00 p.m. The addendum clarifies and modifies specific sections of the original RFP documents and constitutes part of the contract basis. All prospective proposers are responsible for conforming to the addendum requirements.
The addendum addresses nine clarification items regarding proposal submission requirements and evaluation criteria. Key clarifications include: resumes are required only once within Section 6 (Supporting Information) and do not count toward the page limit; the Supporting Information section itself is excluded from the overall page count; the proposal cover/title page does not count toward the page limit; cover letters have no specific page limit but should remain concise; Exhibit A (Proposer's Subconsultant Contracting Utilization Declaration of Understanding) is the only required Civil Rights Data submission and is not scored; additional supporting materials such as urban design work samples and land use planning examples are permitted if directly relevant to requested services; proposers must use the correct RFP number (00002739) on Exhibit A; and the Sustainable Procurement Program requirements are accessible at https://www.portland.gov/procurement/sustainable-procurement-program. These clarifications ensure consistent proposal submissions and evaluation across all prospective proposers.
