About this opportunity
The Metropolitan Atlanta Rapid Transit Authority (MARTA) is requesting proposals for design-build services under RFP P50421 to implement the Safe Routes to Transit program, with proposals due June 30, 2026 at 2:00 p.m. local time. MARTA anticipates awarding a single contract, though it reserves the right to award to multiple proponents.
The scope spans 240 sites across the greater Atlanta metropolitan area in Fulton County and Atlanta City. Work includes surveying and detailed site plans for all 240 sites; construction-ready design documents with at least three projects having predominantly bicycle and/or pedestrian components; permitting for all 240 sites; and construction of pedestrian and ADA improvements at all 240 sites to identify barriers and provide safe access to bus stops.
Proponents must demonstrate GDOT prequalification or registration in relevant work classes, maintain E-Verify compliance under the Illegal Immigration Reform and Enforcement Act, and provide audited financial statements or tax filings for the past three years. A 0% DBE participation goal applies. The evaluation criteria, in descending order of importance, are team composition and professional qualifications, specialized experience with required work, project monitoring and control, quality assurance program, price proposal, financial stability and capabilities, and compliance with employment laws and disadvantaged business enterprise requirements.
Pricing is structured as lump-sum amounts for general requirements, mobilization, schedule, project record documents, survey and design, permitting, and construction phases, plus unit pricing for individual pay items based on GDOT standards; exact construction prices will be determined by cost estimates developed during the design phase. Proposals must include separately sealed price and technical proposals submitted on USB drives in PDF format. The contract is locally and federally funded.
A virtual pre-proposal conference is scheduled for June 2, 2026 at 10:00 a.m. (strongly encouraged but not required). Written questions are due June 9, 2026 at 11:59 p.m. local time. The successful proponent's offer is a firm offer irrevocable for 200 calendar days from the proposal deadline.
