About this opportunity

Summit County, Utah is requesting proposals for Owner's Representative and Project Manager services for the Kimball Junction P3 Project, a mixed-use redevelopment partnership among Summit County, High Valley Transit District, and Park City Junction LLC, with proposals due October 9, 2026 at 3:00 p.m. Mountain Time and a pre-proposal conference scheduled for September 16, 2026.

The selected firm will serve as the County's principal agent throughout the project lifecycle, protecting public interest and ensuring PCJ and its contractors design and construct the project on schedule, within budget, and in conformance with the PPP Agreement, Administrative Development Agreement, and applicable codes and standards. The mixed-use scope comprises approximately 160 units of County-owned workforce housing, approximately 114,500 gross square feet of private office and retail space, a parking structure of up to three levels, a public plaza, an amphitheater and common green space, a new transit center, and a pedestrian bridge over Utah State Route 224.

Minimum qualifications include ten years of owner's representative or project management experience; successful completion of three comparable projects within the past ten years (including at least one P3 and one structured-parking or bridge project); experience administering public financing and procurement; familiarity with condominium-platted multi-party developments and Low-Income Housing Tax Credits (LIHTC) and tax-exempt bond financing; and demonstrated support of at least two multifamily projects financed with 4% LIHTC and tax-exempt bonds.

The County and Park City Junction LLC will cost-share Approved Project expenses on a pro-rata basis, with PCJ's aggregate contribution capped at $4 million for the public plaza, pedestrian bridge betterment, and amphitheater and common green. The County is solely responsible for 100 percent of County workforce housing costs and will pursue tax-exempt bond financing and 4% LIHTC for that component.

Evaluation criteria are weighted as firm qualifications (20%), LIHTC experience and Housing Partner coordination (5%), key personnel and team composition (25%), project approach and risk identification (25%), past performance and client references (10%), and cost and fee proposal (15%). Contract execution is anticipated by December 7, 2026, with notice to proceed expected December 11, 2026.
