About this opportunity

The Purchasing Cooperative of America (PCA) has issued RFP OD-442-26 on behalf of the City of O'Donnell, Texas, and PCA Members nationwide, seeking qualified vendors to provide energy and infrastructure products and services with alternative funding options. The solicitation encompasses a comprehensive range of offerings including energy-savings programs, technology hardware and software, lighting systems, transportation and vehicles, building rehabilitation, facility upgrades, communications systems, security systems, and renewable energy solutions. Vendors must demonstrate experience and qualifications in providing these products and services to governmental entities and must offer their best pricing and discount structures comparable to those provided to governmental, cooperative, or retail customers, with all pricing subject to a three percent PCA Administrative Fee calculated on gross purchase order amounts. The evaluation process awards points across five primary criteria: products and services (20 points), qualifications and experience (20 points), performance capability (20 points), references (15 points), and pricing (25 points), with additional points available for value-add offerings (7 points) and relevant certifications (3 points), for a total of 110 possible evaluation points. Critical deadlines include an optional pre-proposal meeting scheduled for Tuesday, April 7, 2026, from 10-11 a.m. Central Time via online training, a question submission deadline of Tuesday, April 28, 2026, at 11 a.m. CT, and a proposal submission deadline of Tuesday, May 5, 2026, at 11 a.m. CT, with contract award notifications anticipated in July 2026. The initial contract term spans one year for commodity and service contracts with options to renew annually for four additional one-year terms at PCA's discretion, or two years for construction-type contracts with three additional one-year renewal options.

The solicitation actively encourages participation from small businesses, minority-owned businesses, veteran-owned businesses, and disadvantaged enterprises as both prime contractors and subcontractors, with PCA awarding additional evaluation points to HUB-certified companies. The RFP does not identify any incumbent contractors or existing infrastructure requirements that mandate integration, allowing vendors flexibility in proposing solutions. Vendor responses must be submitted through the Euna platform and must include completed Forms A through J, certifications, W-9 tax identification forms, debarment certifications, vendor questionnaires, pricing information, and a consolidated submission combining the original solicitation with all vendor responses, with all documents converted to PDF format. The maximum annual aggregate contract price per PCA Member per year is capped at $100 million; however, PCA provides no guarantee of usage or quantities and makes no commitment regarding purchase volumes under any resulting contract. All submissions must include the RFP number and title in the left header margin and vendor name in the right header margin of additional pages, and vendors are required to submit responses and questions exclusively through the designated platform to ensure transparent communication with all prospective bidders.
