About this opportunity
The City of Salem, Oregon is issuing RFP No. 256109 to procure International Truck repair and maintenance services for its municipal fleet. The City seeks qualified International Truck dealerships capable of providing comprehensive automotive services including diagnostic services, warranty and non-warranty repairs, preventative maintenance, emergency repairs, recall services, and manufacturer-recommended service procedures. Proposers must be located within approximately 45 minutes of Salem, possess access to factory software and proprietary information, and employ factory-certified technicians qualified to perform warranty repairs to manufacturer standards. Proposals must be submitted electronically via Equity Hub's Bid Locker by March 13, 2026, at 4:00 PM local time, with evaluation based on a 100-point scoring system that allocates 30 points for fee proposal, 30 points for services offered, 20 points for qualifications and experience, 15 points for organization structure and approach, and 5 points for references, with pass/fail requirements for the cover letter. The anticipated timeline includes notice of intent to award in March/April 2026, agreement award in April 2026, and notice to proceed in April/May 2026. Pricing must encompass standard hourly labor rates, diagnostic labor rates, after-hours and emergency rates if applicable, warranty labor rates if applicable, parts pricing structure with any discounts or markups, diagnostic fees, administrative and environmental fees, vehicle storage fees if applicable, and pickup and delivery costs with service area and availability information.
The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprise classifications. No incumbent vendor or current contractor information is identified in the solicitation. The selected contractor will be required to maintain liability insurance of at least $2,000,000 per occurrence and comply with all Oregon tax laws, non-discrimination requirements, pay equity standards, and workers' compensation regulations. The agreement will be effective from the execution date and continue through June 30, 2027, with options to renew for four additional one-year periods subject to satisfactory performance, budget approval, and City determination that renewal is in the City's best interest. Price increases during renewal periods are limited to the Consumer Price Index for All Urban Consumers (CPI-U) and require written justification submitted at least 90 days prior to renewal. The RFP does not specify an anticipated award value or budget range for this procurement.
