About this opportunity
The Los Angeles Community College District (LACCD) has issued Request for Proposal (RFP) No. 25-04 to establish a bench of four qualified healthcare service providers to staff and manage Student Health Services Centers across its nine college campuses. The procurement seeks comprehensive healthcare service providers capable of delivering clinical care, preventive health services, laboratory services, vaccinations, and mental health support to approximately 6,000 students. Proposers must provide a Medical Director (MD) on-site a minimum of 20 hours per week, with the option to staff health centers using Physician Assistants or Nurse Practitioners under the MD's delegated authority. Evaluation criteria include qualifications/experience (35 points), staffing and organization (20 points), work plan (20 points), cost proposal (15 points), and Small, Local, Emerging, and Disabled Veteran Business (SLEDV) certification (10 points). Key deadlines include a questions submission deadline of April 28, 2025, at 11:00 a.m. Pacific Time, with proposal submissions due on May 22, 2025, at 11:00 a.m. Pacific Time. The anticipated contract term is two years, with three potential one-year renewals, not to exceed five years total, starting July 1, 2025.
The RFP allows various healthcare organizations to apply, including hospitals, health centers, and Federally Qualified Health Centers (FQHCs), with a focus on including Small, Local, Emerging, and Disabled Veteran Business enterprises. The four selected firms for the bench are JWCH Institute, Inc.; Lisa Ma, M.D. dba Mosaic Family Care Medical Group, Inc.; Northeast Valley Health Corporation; and Via Care Community Health Center, Inc. Compensation will be based on student fees collected each semester, with the District collecting fees to fund facility operations and reimburse service providers for incurred costs. Proposers must provide detailed insurance documentation and comply with specific requirements outlined in Sections 5.1 to 5.3b of the Student Health Facility Agreement and Section 13 of the Professional Services Agreement. The cost proposal must be scalable and adjustable based on student numbers and service volume, with each college having its own budget and selecting a proposer based on their individual cost proposal. The Board of Trustees is scheduled to approve the final awards on June 11, 2025, with the selection contingent upon mutually agreeable terms in an executed agreement.
