About this opportunity
Northern Wasco County People's Utility District is soliciting proposals under informal RFP No. 2026008 for a coordinator to facilitate meetings and administer grants for the McNary Fisheries Compensation Committee, with a preproposal conference on November 3, 2026 and proposals due November 20, 2026. The committee operates under Federal Energy Regulatory Commission licensing requirements for the McNary Fishway Hydroelectric Project, and the District is located in The Dalles, Oregon.
The coordinator will facilitate committee meetings, administer grant and contract awards, maintain records, schedule meetings, prepare agendas and minutes, maintain the committee website, and conduct site visits to confirm funded project completion. Program volume is approximately four meetings annually, five to ten grant applications, one to five awarded grants, and two site visits. Proposers must submit resumes demonstrating a minimum of three years in project coordination, program administration, grant administration, or related fields, along with meeting coordination and multi-stakeholder experience, Microsoft Office proficiency, and basic website administration experience.
Pricing is a not-to-exceed amount calculated from proposed annual rates multiplied by three years, firm for the initial twelve months. Afterward, rate adjustments are limited to the lesser of the annual CPI-U for the Portland-Vancouver-Hillsboro OR-WA area or three percent and require a written contract amendment. The initial term runs February 1, 2027 through January 31, 2030, with two optional one-year renewals by mutual written agreement. The sample agreement requires professional liability of $2 million per occurrence and aggregate, commercial general liability of $2 million per occurrence and $4 million aggregate, automobile liability of $1 million, and workers' compensation with $0.5 million employers' liability. Certificates of insurance must name the District as additionally insured on liability coverages. The sample agreement also requires prevailing wage compliance, data security safeguards, and confidentiality, and designates work products as District property subject to public disclosure.
Evaluation covers proposal content (0–10 points), firm qualifications (0–20), assigned staff experience (0–20), resource availability (0–20), pricing competitiveness (0–20), and exceptions to the agreement and insurance requirements (0–10). Interviews may add up to 50 points, for a maximum of 150.
The preproposal conference is November 3, 2026 at 9:00 AM PST via Microsoft Teams. Proposals are due November 20, 2026 at 4:00 PM PST through OregonBuys only. Award recommendation is anticipated December 14, 2026, contract execution December 22, 2026, and project start February 1, 2027.
