About this opportunity

The Judiciary, State of Hawaii is soliciting proposals under RFP J28028 for juvenile shelter services in the Second Circuit, with proposals due December 1, 2026. Eligibility requires a minimum of one year's experience providing juvenile services, state licenses and certifications, compliance with Hawaii Administrative Rules and Chapter 103F HRS Cost Principles, and acceptable accounting practices. Addendum No. 2, issued October 28, 2026, modifies the RFP and sets the current service specifications.

The contractor will operate a temporary shelter providing monitored living environments for adjudicated and non-adjudicated juveniles ages 12 to 17 awaiting return home, substitute care placement, or entry into treatment programs. Required capabilities include accepting referrals within one hour, housing juveniles for up to 30 days with possible extensions, providing counseling, arranging transportation and medical services, and maintaining 24-hour supervision by responsible adult staff to prevent unauthorized departures. Services must align with the court's balanced and restorative justice philosophy and Juvenile Detention Alternative Initiative (JDAI) principles.

All personnel with close proximity or unsupervised access to juveniles must pass State and Federal fingerprint-based criminal history checks, Child Protective Services System Central Registry checks, and State and National Sex Offender Registry searches at contract inception and every four years thereafter. Operations require at least one First Aid and CPR-certified staff member on premises, annual tuberculosis testing documentation, quality assurance plans, and quarterly and year-end reporting of output, outcome, and fiscal data. The Judiciary will monitor compliance through unannounced site visits and reviews.

Place of performance is the Second Circuit, covering the islands of Maui, Molokai, and Lanai in Maui County. The estimate is 365 bed days per year. Applicants propose their own funding amounts based on cost estimates under a negotiated unit rate methodology. State General Funds support the initial term only, and future funding is subject to appropriation and availability. The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension capped at an aggregate four years ending June 30, 2031, subject to appropriation, fund availability, and satisfactory performance. The Judiciary may award single or multiple contracts to the highest-ranked proposals if deemed in its best interest.

Kelly Kimura of the Judiciary Contracts & Purchasing Office and Alysha Stephenson of the Special Services Branch, Second Circuit, are the primary contacts. Written questions must be submitted through the State of Hawaii eProcurement System (HIePRO) by the deadlines in the RFP procurement timetable.

Opportunity text

The goal of the service is to assist juveniles to resolve various problems and conflicts, help them learn socially acceptable behaviors and function in the community as law-abiding citizens. Services should also be reflective of the court's balanced and restorative justice philosophy, and the guiding principles of the Juvenile Detention Alternative Initiative (JDAI). The goals of balanced and restorative justice are accountability, competency development, and public safety. JDAI principles are complementary in that they can help shape and guide jurisdiction's practice through collaboration and a continuum of services that are culturally competent, relevant and accessible to the youth they serve and reduce the reliance on unnecessary confinement in secured detention.
