About this opportunity

The Judiciary, State of Hawaii, is soliciting proposals under RFP J28014 for medical services for juveniles held at the Family Court's Detention Services Branch facilities, with an orientation meeting on October 30, 2026 at 9:00 a.m. HST via Microsoft Teams, questions due November 2, 2026 at 2:00 p.m. HST, and proposals due December 3, 2026 at 12:00 p.m. HST.

The services cover trauma-informed medical assessments, treatment, and referral for juveniles aged 12 to 17 at the Hale Ho'omalu Juvenile Detention Facility and the Home Maluhia 24-hour youth shelter on Oahu. Physician services require three clinics per week with four on-site hours each, plus 24-hour emergency consultation availability. Nursing services are on call 365 days per year, and administrative support is included. The RFP emphasizes evidence-based practice, collaboration, and cultural competency. Applicants must hold all required licenses and accreditations, maintain commercial general liability insurance of at least $2 million, and conduct criminal background checks and sex offender registry searches for all staff. Contracts exceeding $25,000 require tax clearance from the Hawaii Department of Taxation and the Internal Revenue Service. Proposals must include recent financial audits or financial statement reviews completed by independent Hawaii-licensed CPAs.

The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031, subject to appropriation, fund availability, and satisfactory performance. Funding comes from State General Funds for the initial two-year term only. The RFP uses a fixed-price structure, and applicants submit pricing on the SPO-H-205 budget form with justifications for personnel costs, payroll taxes and fringe benefits, and other current expenses. A 0.75% transaction fee, not to exceed $5,000 for the total contract term, applies to awards issued through HiePRO.

Proposals are scored on a 100-point scale: Service Delivery (55 points), Experience and Capability (20 points), Project Organization and Staffing (15 points), and Financial (10 points). All submissions must be made electronically through HiePRO, and proposals remain firm for 90 days from the due date. The Judiciary will provide responses to questions by November 10, 2026 at 4:30 p.m. HST. Award notification is anticipated December 2026 through January 2027, with contract development and execution targeted for the same period.
