About this opportunity
The Judiciary, State of Hawaii, First Circuit is soliciting proposals under RFP J28002 for residential services for court-ordered minors, with a mandatory orientation on October 30, 2026 and proposals due December 3, 2026. Services are limited to the Island of Oahu and must support the court's balanced and restorative justice philosophy, with emphasis on evidence-based practices, collaboration, and cultural competency. The program serves adjudicated minors aged 12 to 17 (up to age 18) who require minimal supervision, including psycho-social assessment, counseling, life skills training, and preparation for self-sufficiency. The RFP sets no set-aside or preference program.
Providers must comply with Hawaii Revised Statutes Chapter 103F, maintain appropriate state and federal licenses, and carry commercial general liability insurance of at least $2 million. Tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service are required for contracts of $25,000 or more. Proposals must demonstrate compliance with trauma-informed care, Prison Rape Elimination Act Juvenile Facility Standards, motivational interviewing, cultural and linguistic competency, LGBTQ support, and practices aligned with Hawaii's Juvenile Detention Alternatives Initiative. A recent financial audit or financial statement review by an independent Hawaii-licensed CPA and SPOH-205 series budget forms are required.
Pricing is a negotiated unit rate per bed space per day for an estimated two to three bed spaces per day. The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031, subject to appropriation, fund availability, and satisfactory performance. The aggregate term may not exceed four years. Funding comes from the State General Fund, and only the initial two-year term is currently funded. A mandatory 0.75% transaction fee, capped at $5,000 for the total contract term, applies to awards made through HIePRO.
Proposals are scored on a 100-point scale: Experience and Capability (20 points), Project Organization and Staffing (15 points), Service Delivery (55 points), and Financial (10 points). Administrative Requirements are assessed pass/reject.
Written questions are due November 2, 2026 at 2:00 p.m. HST through HIePRO, and written responses are due November 10, 2026 at 4:30 p.m. HST.
