About this opportunity

The Judiciary of the State of Hawaii is soliciting proposals under RFP J28023 for juvenile substance abuse treatment services in the Second Circuit (Maui, Molokai, and Lanai), with an RFP orientation on November 6, 2026 at 9:00 a.m. HST via Microsoft Teams and proposals due December 1, 2026 at 12:00 p.m. HST through HIePRO. The RFP establishes no set-asides.

Services target juveniles ages 12 to 17 referred for law violations and status offenses, plus youth up to age 18 under Family Court jurisdiction. Required services include substance abuse assessments, education, outpatient, intensive outpatient, and residential treatment, delivered consistent with the court's balanced and restorative justice philosophy, evidence-based practices, and cultural competency. Estimated Maui capacity is one residential bed, 11 outpatient slots, and 40 substance abuse education class slots per month. Providers must hold all required state licenses and accreditations, demonstrate at least one year of substance abuse treatment experience, maintain acceptable accounting systems with audited or CPA-reviewed financial statements from the past calendar year, and carry commercial general liability insurance of at least $2 million.

The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension subject to appropriation, fund availability, and satisfactory performance, for an aggregate term not to exceed June 30, 2031. Funding comes from State General Funds, contingent on appropriation, and Federal Funds, contingent on grant awards. Applicants propose their own funding amounts based on cost estimates using form SPOH-205 and supporting budget justification forms. An optional 0.75% transaction fee applies to awards made through HIePRO, not to exceed $5,000 over the total contract term. The Judiciary may award multiple contracts based on highest-ranked proposals.

Written questions are due November 6, 2026 at 2:00 p.m. HST, with responses posted by November 12, 2026 at 4:30 p.m. HST.
