About this opportunity

The Judiciary, State of Hawaii, is soliciting proposals under RFP J28016 for in-community juvenile client and family services in the First Circuit (Oahu), with an orientation on October 30, 2026 at 9:00 a.m. HST via Microsoft Teams and proposals due December 3, 2026 at 12:00 p.m. HST through HiePRO.

Providers must hold valid licenses and accreditations, have at least one year of experience providing similar services, and comply with Hawaii Revised Statutes Chapter 103F. The two service activities are anger management and violence prevention programming for youth ages 12 to 17, and family intervention therapy for youth and families in the Juvenile Drug Court Program, consisting of approximately ten sessions averaging 4.5 hours per week over two to three months. Services target juveniles adjudicated for law violations and status offenses and their families, delivered in home, neighborhood, and community locations. Services must reflect evidence-based practices, the court's balanced and restorative justice philosophy, and Juvenile Detention Alternative Initiative principles.

The initial term runs July 1, 2027 through June 30, 2029, with a two-year extension to June 30, 2031 subject to appropriation, fund availability, and satisfactory performance. Funding derives from State General Funds and is contingent on appropriation and availability. Applicants propose amounts under negotiated unit-of-service pricing, with service units defined as 13 youth per month for anger management and 10 to 13 families per year for family intervention.

Proposals are scored on a 100-point scale: experience and capability (20 points), project organization and staffing (15 points), service delivery (55 points), and financial (10 points). Program overview carries zero points. Required submissions include the Proposal Application Identification Form, cost proposal on Form SPOH-205, personnel justification forms SPOH-206A and SPOH-206B, and either a financial audit or financial statement review by an independent Hawaii-licensed CPA. Awards require tax clearance from the Hawaii Department of Taxation and Internal Revenue Service for contracts of $25,000 or more, criminal history record checks, and workers' compensation compliance. A 0.75% transaction fee applies to awards made through HiePRO, not to exceed $5,000 for the total contract term.

Written questions are due November 2, 2026 at 2:00 p.m. HST through HiePRO, with responses by November 10, 2026. Evaluation and award are anticipated for December 2026 through January 2027. Proposals must be submitted in English, and applicants should register in HiePRO before submission.

Opportunity text

The goals of balanced and restorative justice are accountability, competency development, and public safety. JDAI principles are complementary in that it can help shape and guide jurisdiction's practice through collaboration and a continuum of services that are culturally competent, relevant and accessible to the youth they serve and reduce the reliance on unnecessary confinement in secured detention. The in-community services include Family Intervention Services and Anger Management/Violence Prevention Programming.
