About this opportunity

The Judiciary, State of Hawaii, First Circuit, is requesting proposals for juvenile substance abuse treatment services under RFP J28001, with an orientation meeting on October 30, 2026 at 9:00 a.m. HST via Microsoft Teams, written questions due November 2, 2026 at 2:00 p.m. HST, and proposals due December 3, 2026 at 12:00 p.m. HST. Submissions run through the Hawaii Electronic Procurement System (HIePRO), which assesses a mandatory 0.75% transaction fee, not to exceed $5,000 over the total contract term.

Providers must hold required Hawaii licensure and accreditation and demonstrate compliance with state and federal requirements, including tax clearance, labor law compliance, and business registration. Proposed services must comply with Hawaii Revised Statutes Chapter 103F cost principles, use evidence-based practices, demonstrate trauma-informed care capacity, and apply culturally competent and gender-responsive approaches. Residential services require PREA compliance. Services cover juveniles aged 12 to 17 (and youth up to age 18) under Family Court jurisdiction on Oahu, including substance abuse assessments, substance abuse education, outpatient and intensive outpatient treatment, and residential treatment.

Estimated monthly capacity is eight juveniles for assessments, 25 for outpatient and intensive outpatient services, two for residential services, and eight juveniles or parents for education classes. Compensation uses negotiated unit rates: per assessment (distinguishing in-custody from in-community where applicable), per hour for outpatient and intensive outpatient services by service type, and per bed per day for residential. Proposers submit budget forms SPOH-205, SPOH-206A, and SPOH-206B with applicable justifications, plus a financial audit or financial statement review from an independent Hawaii-licensed CPA.

The base term runs July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031, subject to appropriation, fund availability, and satisfactory performance. Evaluation is scheduled for December 2026 through January 2027, with provider selection and award expected in the same window.

Opportunity text

The goal of the service is to provide evidence-based practices to assess, engage, and treat individuals in need of substance abuse assessment and treatment services. Services should provide juvenile offenders with the skills and knowledge to effectively deal with their use of alcohol and drugs in order to eliminate re-offending behaviors. Services should also be reflective of the court's balanced and restorative justice philosophy, and the juvenile justice reform effort with emphasis on best practices/evidence-based practices, collaboration, and cultural competency. The goals of balanced and restorative justice are accountability, competency development, and public safety.
