About this opportunity
The Judiciary, State of Hawaii, is soliciting proposals under RFP J28015 for adolescent mental health assessment services in the First Circuit (Oahu), with a mandatory orientation meeting on October 30, 2026 at 9:00 a.m. HST via Microsoft Teams and proposals due December 3, 2026 at 12:00 p.m. HST through the Hawaii Electronic Procurement System (HIePRO). The RFP is restricted to qualified community providers that meet the minimum qualifications below.
Providers must deliver comprehensive and focused mental health assessments to adolescents aged 12–17 who are adjudicated or non-adjudicated for law violations or status offenses and who are not otherwise eligible for assessment through another state agency or private insurance plan. Optional consultation services are included. Applicants must demonstrate five years of experience in adolescent mental health assessments and three years serving adolescents and families in the juvenile justice system, hold all required state licenses and certifications, and carry commercial general liability insurance of at least $2.0 million. Service delivery must comply with trauma-informed care, PREA standards, cultural and linguistic competency requirements, and evidence-based practices aligned with Hawaii's Juvenile Detention Alternatives Initiative (JDAI).
Pricing uses a negotiated unit-of-service rate structure covering comprehensive assessments, focused assessments, optional consultation, and no-show/cancellation fees. Required submissions include budget forms SPOH-205, SPOH-206A, SPOH-206B, and supporting justification forms, plus a financial audit or financial statement review from an independent, active Hawaii-licensed CPA dated within the last calendar year, and proof of compliance with state tax clearance and HRS Chapter 103F requirements. A .75% transaction fee, capped at $5,000 for the total contract term, applies to all HIePRO awards. Funding sources include state general funds, with federal and special funds also listed, but funds are appropriated only for the initial two-year term.
The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031, subject to appropriation, availability of funds, and satisfactory performance. The Judiciary may award single or multiple contracts to the highest-ranked proposals. Proposals are scored on a 100-point scale: Experience and Capability (20 points), Project Organization and Staffing (15 points), Service Delivery (55 points), and Financial (10 points). Program Overview carries 0 points.
Written questions are due November 2, 2026 at 2:00 p.m. HST, with Judiciary responses due November 10, 2026 at 4:30 p.m. HST.
Opportunity text
Adolescents in the juvenile justice system exhibit high rates of mental health problems. Co-occurring disorders, histories of trauma and abuse, depression, self-mutilation, suicide attempts, substance abuse, and family conflicts are particular problems. Professional mental health assessment services are needed for adolescents who are involved in the juvenile justice system and are not otherwise eligible for mental health assessment services from another state agency or private insurance plan. The goal is that by effectively identifying and addressing the mental health treatment needs of adolescents in the juvenile justice system, it will lead to better outcomes that include positive coping strategies, improved behavioral and life circumstances, and reducing the likelihood of recidivism.
