Services are required on the Island of Oahu.
Requested services include psychosexual and victimization trauma evaluation and treatment, individual, group, and family therapy, polygraph testing, psycho-educational training, and aftercare programs for adjudicated juveniles and adults up to age 18 (or clinical discharge). Estimated annual treatment slots are 10 to 30 for assessment and 10 to 30 for treatment. Applicants must demonstrate a minimum of one year of experience, maintain compliance with all federal, state, and county regulations, provide evidence of adequate accounting systems through a financial audit or certified statement review, and obtain a $2 million liability insurance policy. Proposals must include organizational qualifications, staffing patterns, quality assurance plans, evidence-based and trauma-informed service methodologies, monthly treatment reporting, and proof of all required licenses and certifications.
Pricing uses a negotiated annual flat rate or fixed-price structure. Applicants must propose total service amounts per month and per year, estimated assessment timeframes, per-unit costs, average treatment duration, and per-unit fees for individual and group services. The initial term runs July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031, contingent upon appropriation, fund availability, and satisfactory performance, not to exceed four years total. Funding comes from State General Funds and Special Funds (Spouse & Child Abuse Special Account). A mandatory 0.75% transaction fee, not to exceed $5,000 for the total contract term, applies to awards made through HiePRO. Awards are anticipated December 2026 through January 2027.
Written questions are due November 2, 2026 at 2:00 p.m. HST. Proposals are due December 3, 2026 at 12:00 p.m. HST through the Hawaii Electronic Procurement System (HiePRO).
