About this opportunity

The Judiciary, State of Hawaii, is soliciting proposals under RFP J28005 for adult substance abuse treatment services for women in the First Circuit, with an orientation meeting on October 30, 2026 and proposals due December 3, 2026. No set-asides are indicated. Applicants must comply with Hawaii Revised Statutes Chapter 103F and hold Department of Health licensing or certification for residential and therapeutic living programs.

Services are limited to Oahu and serve adult female offenders age 18 or older supervised by the Adult Client Services Branch in the Women's Court, including pregnant and parenting women and those with co-occurring disorders. The required continuum spans substance abuse assessment, education, pre-treatment and motivational enhancement, outpatient, intensive outpatient, day treatment, residential treatment, continuing and aftercare services, and therapeutic living programs. Applicants must show at least one year of substance abuse treatment or therapeutic living experience and at least one year serving offender populations, with waivers available upon written justification. Applicants must also submit proof of tax clearance and labor law compliance.

Applicants propose hourly rates and unit-based pricing for each modality, including per-bed-day rates for residential and therapeutic living services, with all costs, including housing where applicable and workbooks and curricula, embedded in those rates. The source does not state a contract value; funding is from state general funds, and applicants must develop their own cost estimates. The initial term is twenty-four months, July 1, 2027 through June 30, 2029, with an optional two-year extension through June 30, 2031 contingent on appropriation, fund availability, and satisfactory performance. A mandatory 0.75% HIePRO transaction fee applies, not to exceed $5,000 for the total contract term. Multiple or single contracts may be awarded to the highest-ranked proposals.

Proposals will be scored on a 100-point scale: service delivery (55 points), experience and capability (20 points), project organization and staffing (15 points), and financial proposal (10 points). Written questions are due November 2, 2026 at 2:00 P.M. Hawaii Standard Time, with the Judiciary's response due by November 10, 2026. Proposals are due December 3, 2026 at 12:00 P.M. through HIePRO.
