About this opportunity

The Granger-Hunter Improvement District (GHID), a water and wastewater utility serving approximately 130,000 residents across 24.5 square miles in West Valley City, Utah, is issuing a Request for Proposal (RFP) for video production services. GHID seeks an experienced video production freelancer or small production team to create up to 8 high-quality videos, each 5-9 minutes in length, addressing topics including main break repair procedures, hydrant inspection and leak detection, wastewater CCTV inspection and cleaning, conservation programs, homeowner leak check programs, water source and distribution, wastewater collection and treatment, and capital projects. The selected vendor must provide creative direction, script refinement, onsite filming, drone footage with FAA Part 107 certification, lighting and audio, editing, graphics, animations, and final deliverables in MP4 and web-optimized formats. Filming must be completed within 8 weeks of award, with final videos delivered within 16 weeks of project start. Required qualifications include demonstrated experience in industrial, municipal, public works, or infrastructure-focused video production; onsite field filming; training and educational video creation; motion graphics and animations; and drone operations. Evaluation criteria prioritize relevant experience and portfolio quality (30%), cost and value (30%), proposed timeline (10%), demonstrated project understanding (15%), and physical location in Utah with proximity preference (15%). Proposals are due April 29, 2026, at 4:00 PM via the U3P portal, with submission completed by this date.

There are no specified set-asides or restrictions limiting the types of organizations that can respond to this solicitation, though applicants must be physically located within Utah. The RFP does not reference any incumbent vendors or current contractors, nor does it indicate existing infrastructure or technology requiring integration beyond GHID's provision of site access, staff, equipment, general outlines, technical content, and branding materials. The District retains full ownership of all final videos and assets and reserves the right to reuse or repurpose them as needed. Selected vendors must comply with OSHA and District safety rules and maintain required insurance including general liability and workers' compensation, with the final contract governed by Utah law. The total project budget is up to $35,000, with cost proposals to be submitted separately to the U3P portal and payment made based on monthly or bi-weekly invoices for completed work with no upfront costs required.
