GHID will provide access to sites, staff, equipment, general outlines, technical content, and branding materials. The selected vendor must supply creative direction, script refinement, onsite filming, drone footage (requiring FAA Part 107 certification and insurance), lighting and audio, editing, graphics, animations, and final deliverables in MP4 and web-optimized formats. Filming must be completed within 8 weeks of award, with final videos delivered within 16 weeks of project start. Proposals are due April 29, 2026, at 4:00 PM via the U3P portal.

The total project budget is up to $35,000, with cost proposals to be submitted separately to U3P. The District will pay based on monthly or bi-weekly invoices for completed work, with no upfront costs. Applicants must be physically located within Utah and demonstrate relevant experience in industrial, municipal, public works, or infrastructure-focused video production; onsite field filming; training and educational video creation; motion graphics and animations; and drone operations. Evaluation criteria prioritize relevant experience and portfolio quality (30%), cost and value (30%), proposed timeline (10%), demonstrated project understanding (15%), and physical location in Utah with proximity preference (15%). The District retains ownership of all final videos and assets and reserves the right to reuse or repurpose them. Selected vendors must comply with OSHA and District safety rules, maintain required insurance including general liability and workers' compensation, and execute a written contract governed by Utah law. The District reserves the right to reject any or all proposals, cancel or reissue the RFP, and interview finalists or request clarifications and scope or pricing negotiations.
