About this opportunity

The City of Portland, Oregon is requesting proposals for real estate and economic analysis services on an on-call basis under RFP No. 00002657, with proposals due March 12, 2026 at 4:00 p.m. Pacific Time (extended from February 26 by Addendum Three). The City intends to award three separate contracts, each with an initial three-year term and an option to extend for an additional two years.

The scope encompasses general economic and demographic analysis, land use and development feasibility studies, private market impact analysis, commercial and industrial district economics, code-related feasibility reviews, transportation corridor analysis, single-family development analysis, fiscal impact studies, and public engagement. Work will support Portland's 2035 Comprehensive Plan across scales ranging from individual sites to citywide planning initiatives. Consultants must be available to participate in public meetings and presentations to citizen advisory groups, neighborhood associations, and Portland City Council. The City will issue specific scope, deliverables, and compensation through individual task orders with no guaranteed minimum quantities; contractors must be capable of commencing work within seven calendar days of notice to proceed.

No specific contract value or budget ceiling is stated. Compensation for individual task orders will be negotiated based on scope and estimated hours at the contractor's hourly rates, subject to predetermined maximum compensation caps per task order. The contractor must maintain professional liability insurance of $1 million per occurrence and $3 million aggregate, and comply with the City's Open Data Policy.

Evaluation criteria are weighted as follows: Proposer Capabilities 30%, Project Approach 20%, Corporate Responsibility 20%, Project Team 15%, References 10%, and Pricing 5%. Proposers must demonstrate experience with similar projects completed within the past three years, provide three client references, and address Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, and Sustainable Business Practices. Shortlisted proposers will be required to submit exceptions and deviations to the City's sample contract during Phase 2. An optional pre-proposal meeting is scheduled for February 12, 2026, from 9:30 a.m. to 10:30 a.m. via Microsoft Teams. Six proposals were received on March 12, and the City has identified three highest-scoring proposers—Economic Consultants Oregon LTD (dba ECO Northwest), BAE Urban Economics Inc., and Johnson Economics—for contract negotiations.
