About this file
This is Addenda Two for RFP No. 00002657 issued by the State of Oregon for Real Estate and Economic Analysis Services. The addendum clarifies and modifies requirements outlined in the original RFP for consulting services related to real estate evaluation and economic analysis. The document addresses specific questions submitted by potential bidders and provides additional guidance on project scope, deliverables, and submission requirements. This addendum supplements the original RFP documents and must be considered as part of the complete solicitation package when preparing proposals.
The addendum includes responses to bidder inquiries that modify or clarify technical specifications, evaluation criteria, and contractual terms from the original RFP. Key modifications address the scope of work, performance expectations, documentation requirements, and submission procedures. Prospective vendors must incorporate the revisions and clarifications outlined in this addendum into their proposals to ensure compliance with the state's updated requirements. The addendum is binding and takes precedence over conflicting language in the original RFP documents, making it essential reading for all parties preparing to respond to this solicitation.

ADDENDUM NO. TWO (2)
RFP No. 00002657
FOR
REAL ESTATE AND ECONOMIC ANALYSIS SERVICES
Proposals Due: March 5, 2026 By: 4:00 pm (PST)
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum shall respond to questions submitted by potential proposers.
Question # 1: At the pre-proposal, it was requested to attach a rate sheet for the pricing proposal section; however, the released Q&A stated: “The language under the “Pricing Proposal”, has been deleted. Proposers are to create a pricing sheet that identifies all their pricing for each task they plan to performed."
Since the solicitation is for an on-call contract and each task order would be scoped, priced, and determined at its release, would providing only a rate sheet meet the compliance requirements for the pricing section?
Answer: The pricing structure is about billing rates by position.

Question # 2: The evaluation criteria indicate that 20 percent of the scoring is based on our proposed approach, but the proposal template does not include anywhere to insert a narrative approach. Can you indicate where in the proposal we should put our proposed approach language?
Answer: The Project Approach form is hereby included and attached in this Addenda #2.
Question: Since this is an on-call contract, can you confirm that a rate sheet is all that is needed for the pricing proposal?
Answer: Yes, the rate sheet will suffice.
This Addenda # 2 shall also include the following changes:
The page limit is increased from 12 pages to 15 pages total.
The Bid due date is hereby extended to March 5, 2026, by 4:00 pm
