About this file
This is Addendum No. Three to RFP No. 00002657 issued by the City of Portland, Oregon's Procurement Services division for Real Estate and Economic Analysis Services. The addendum clarifies proposal response requirements and extends the proposal submission deadline to March 12, 2026, by 4:00 p.m. The document addresses vendor inquiries regarding missing documentation references, specifically clarifying that responses should address the Specifications, Functional, and Technical Requirements section rather than a non-existent Attachment B. Proposers are required to complete both the Project Approach form and the Specifications responses; however, only the Project Approach component is included in the page limit. The addendum also provides guidance for responding to an on-call contract structure with no specific projects identified at the time of proposal, indicating that firms should describe their general approach, timing, and support methodologies for potential future task orders.
The revised Proposal Checklist identifies all required and optional components with their respective page limit status. Components required but exempt from page limits include the Proposer Information Form, Response to City's Specifications, Functional & Technical Requirements, and Civil Rights Data Collection. Components subject to page limits include Proposer Capabilities, Project Team, Project Approach, Pricing Proposal, Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, and Sustainable Business Practices. Optional components include Exceptions and Deviations to the Contract Form and Redacted for Public Disclosure Copy. Questions regarding the RFP should be directed to Cynthia Phillips, Sr. Procurement Specialist, at 503-823-8299.

ADDENDUM NO. THREE (3)
RFP No. 00002657
FOR
REAL ESTATE AND ECONOMY ANALYSIS SERVICES
Proposals Due: March 12, 2026 By: 4:00 pm
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum shall answer questions submitted by the vendor.
Question #1: Page 7 of the Part 2 Proposal Response Packet references responding to the Specifications, etc. in Attachment B, but there is no Attachment B in any of the RFP documents. Can you clarify how we should be responding to Page 7?
Answer: This sentence is hereby revised to read: Respond to each requirement in the Specifications, Functional, and Technical Requirements section below.
Question #2: Secondly, Addendum 2 included a form for the Approach response that seems potentially redundant with the requirements of Page 7. Are we to complete both the Approach form and the Specifications responses from Page 7?
Answer: Yes, Proposers are required to answer the questions in both sections, however, only the Project Approach will be included in the page limit.
Question #2.a And, if yes, are both of those exempt from page limits? Please refer to the revised Section 7: Required Proposal Components – Checklist attached and labeled as Addenda #3.
Question #2.b Given that this is an on-call contract with no specific projects identified, how should we describe our approach, timing, support, etc. as requested on this form?
Answer: Having them describe their approach, timing, support etc. for a task order under the contract is useful in evaluating the firm’s capabilities. This response will be
