About this opportunity

The Oregon Workers' Compensation Board is requesting proposals for a Litigation Case Tracking Solution under RFP S-DASOBO-00014853, with proposals due June 4, 2026. The solution must achieve WCAG 2.1 Level AA accessibility compliance, a primary evaluation criterion.

The system will serve approximately 80 internal staff users and 55,000 external users annually across approximately 11,000 active cases per year with an average of five parties per case. The solution must manage approximately 6,583 active cases at any given time and accommodate no more than 10 years of historical case data migration. Target go-live is mid-to-late 2028 with WCB preferring a single statewide go-live to minimize business disruption.

Technical requirements mandate U.S.-based data residency with no overseas access or storage, Microsoft Entra ID integration for workforce authentication using Single Sign-On and multi-factor authentication, and vendor-provided identity management for external users including attorneys, claimants, and employers. The solution must support WCAG 2.1 Level AA accessibility, modern integration standards including REST APIs using JSON and SAML 2.0 or OAuth 2.0 authentication, and comprehensive monitoring and logging within the vendor's own solution compliant with Oregon Statewide IT and Information Security Policies. System performance must deliver response times under three seconds for standard queries and 99.5 percent uptime. The solution must export case data and documents in standard electronic formats such as PDF for transmission to the Oregon Judicial Department and support role-based access controls, customizable case status tracking, and disaster recovery capabilities.

WCB will provide dedicated subject matter experts for requirements validation and user acceptance testing. Data migration specifics will be determined during implementation planning with the selected vendor. Addendum 1 modified the project schedule, and protests to the addendum were due April 30, 2026 at 12:00 p.m. Pacific Time. Addendum 2 provides additional clarifications and modifications to RFP terms. Evaluation criteria include cost, technical merit, vendor qualifications, accessibility compliance (maximum 10 points), and system functionality. Pricing must encompass licensing, implementation, training, and ongoing support costs with defined service level agreements and penalty provisions for non-compliance.
