About this file

This document is a clarification response to questions submitted regarding RFP S-DASOBO-00014853 for a Litigation Case Management System (LCMS) by the Oregon Workers' Compensation Board (WCB). The LCMS solution will serve approximately 80 internal staff users and support an estimated 55,000 external users annually (approximately 11,000 cases per year with an average of 5 parties per case). The system must accommodate approximately 6,583 active cases at any given time, with the dynamic case count adjusting as new cases are filed and existing cases are resolved. The solution will require integration with Oregon state systems, specifically enabling the export of case data and documents in standard electronic formats such as PDF for transmission to the Oregon Judicial Department, though automated or API-based integrations are excluded from the project scope. Historical case data migration will include no more than 10 years of records, with the exact number of cases to be finalized during implementation planning. The target go-live date for the system is mid-to-late 2028.

WCB currently maintains a hybrid document storage environment combining digital documents stored on the local area network (LAN) and paper documents. The organization uses Outlook as its email platform. Injured workers will require dedicated logins to submit documents and collaborate throughout their cases, and external parties including attorneys, insurance companies, and employers will access the system through single logins to view cases to which they are parties. Data migration specifics, including the complete volume of historical data to be transferred, will be determined during the implementation planning phase with the selected vendor.

QuestionResponse
How many internal staff users will need access to the system?WCB currently has approximately 80 staff.
How many external users (attorneys, insurance companies, employers) are expected to access the system on an annual basis?WCB receives apporximately 11,000 cases per year. Each case averages 5 parties per case. Some parties are involved in multiple cases, and WCB anticipates these entities will have a single login to access any case to which they are a party.
How many active cases are in the system at any given time?As of today, WCB has approximately 6,583 active cases. The active‑case count is dynamic and adjusts as new cases are filed and existing cases reach resolution.
For injured workers, is their interaction with the system limited to an initial intake form, or will they need a dedicated login to submit documents and/or collaborate throughout their case?Injured workers will need a dedicated login to submit documents and/or collaborate throughout their case.
Are there any other Oregon state systems this solution will need to connect with beyond the workers' compensation system? As part of modernization, WCB anticipates the need to export case data and documents in standard electronic formats (e.g. PDF) for electronic transmission (e.g. email) to the Oregon Judicial Department. Automated or API‑based integrations are not included in the scope of this project.
How many historical case records will need to be migrated from the existing system?Data migration details including the amount of historical data to be migrated, will be finalized with the selected vendor during implementation planning. The exact number of cases that will be migrated will be determined at a later date, but is anticipated to be no more than 10 years worth of data.
Where are documents stored now?WCB has a mix of digital and paper documents. Digital documents are stored on our local area network (LAN).
