About this opportunity
Thomas County, Georgia, is seeking sealed proposals for Disaster Debris Removal & Monitoring Services through a Request for Proposal (RFP) process. The procurement is specifically targeting firms experienced in monitoring the removal and lawful disposition of disaster-generated debris from public property and rights-of-way. Key deliverables include providing supervision, labor, manpower, and equipment to monitor debris loading, removal, hauling, reduction, and disposal activities in compliance with FEMA and GEMA regulations. Evaluation criteria are comprehensive, with 25% allocated to FEMA regulation knowledge, 25% for operational plan, 10% for proposed pricing, 15% for past performance, and 25% for local employee hiring plan. Proposals are due on December 27, 2024, at 2:00 p.m., to be submitted to Nisha Thurman at the Thomas County Board of Commissioners, with bid documents available upon email request. The RFP requires a bid bond of $250,000 with an "A" rated surety company, and successful bidders must provide performance and payment bonds of $5,000,000 each.
The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Contractors must maintain substantial insurance coverage, including $1,000,000 in commercial general liability and automobile liability. The contract term is not explicitly defined but is not expected to extend beyond six months from commencement. While no incumbent vendors are mentioned, the RFP suggests a pre-event contract structure with no immediate cost to Thomas County. Payment terms include a 10% retainage on all invoices until contract completion, with invoices processed within 30 days of approval. The contract requires comprehensive documentation and coordination with FEMA and GEMA to ensure reimbursement eligibility. Though a specific budget range is not provided, the required bonds and insurance levels suggest a significant potential contract value, likely in the multi-million dollar range for comprehensive disaster debris removal and monitoring services.
