The Housing Authority of the City of Alameda (AHA), in partnership with its affiliates Alameda Affordable Housing Corporation (AAHC) and Island City Development (ICD), is issuing Request for Proposal 2026-RFP-FIN-001 to procure financial consultant services on an as-needed basis. Prospective consultants must demonstrate a minimum of five years of experience with the Yardi database and at least three years of experience with a Public Housing Agency, nonprofit affordable housing developer/operator, low-income housing tax credit programs, or public accounting firms specializing in these areas; they must also exhibit the ability to perform services timely and by statutory deadlines, demonstrate understanding of statutory and regulatory frameworks governing housing authorities and affordable housing, comply with California State law and AHA ordinances and policies, and certify non-debarment status with HUD, HUD-related programs, IRS programs, and other governmental or private agencies. Evaluation criteria consist of qualifications and experience (30 points), proposed approach (20 points), customer service (10 points), cost analysis (10 points), references (10 points), and lowest overall price (20 points). The virtual bidders' conference is scheduled for May 14, 2026, at 2:00 PM Pacific Time; questions must be submitted by May 15, 2026, at 4:00 PM; and proposals are due May 30, 2026, at 4:00 PM through the Bonfire Procurement Portal at https://alamedahsg.bonfirehub.com/opportunities/233950.

The RFP contains no identified set-aside designations or restrictions limiting the types of organizations that may respond, and no incumbent vendors or current contractors are referenced in the procurement documents. Consultants must maintain comprehensive insurance coverage throughout the contract duration, including Commercial General Liability insurance of $2,000,000 per occurrence, Professional Liability/Errors and Omissions coverage of $2,000,000 per occurrence, Workers' Compensation as required by California, and Cyber Liability insurance of $2,000,000 per occurrence and aggregate if accessing personally identifiable information. The contract will be awarded for an initial three-year period with the option for two additional one-year renewal periods, not to exceed five years total in compliance with HUD requirements, with compensation determined by hourly rates submitted by proposers and pricing required for all five years. Work will be funded in part with Community Development Block Grant (CDBG) funds, HOME Investment Partnerships Program (HOME) funds, and Section 8 administration funds, with possible non-federally funded components; however, no specific maximum contract amount or budget range is disclosed in the available documentation. The AHA reserves the right to terminate the contract for convenience upon seven days' written notice and will not execute contracts on the consultant's form; all contracts will be on the AHA's standard form.
