The City of Fort Worth is seeking proposals for a Disaster Recovery - Home Repair Services contract through the Homeowners Assistance Repair and Rehabilitation Program (HARRP), funded by a $27,472,000 HUD Community Development Block Grant - Disaster Recovery (CDBG-DR). The procurement focuses on comprehensive home rehabilitation and repair services for residences impacted by Winter Storm Uri in 2021, with contractors able to bid on 13 distinct service categories including bathroom, electrical, flooring, foundation repair, general construction, HVAC, insulation, kitchen, lead hazard control, moving and storage, plumbing, roofing, and weatherization. Proposers will be evaluated across five key areas: price (20 points), small business participation (25 points), technical qualifications (20 points), specialized program experience (20 points), and financial/administrative capacity (15 points), with proposals receiving less than 50% of non-price points being disqualified. The solicitation (RFP #26-0005) was posted on November 12, 2025, with proposals due by December 11, 2025, through the Euna Portal. The initial contract term is one year, with potential for up to four additional one-year renewals, contingent upon mutual agreement and continued funding.

The procurement includes a mandatory 30% small business participation goal, with eligible small businesses defined as entities located in Tarrant, Wise, Johnson, Parker, or Denton County and certified by an approved organization. Current HARRP service providers are explicitly encouraged to submit proposals to continue their existing services through a new Job Order Contract. Contractors must meet extensive qualification requirements, including compliance with federal regulations such as Davis-Bacon Act, EPA Renovation guidelines, and HUD requirements, and provide comprehensive insurance coverage including $1M in commercial general liability, automobile liability, and pollution insurance. The total allocated budget for the HARRP program is $6,795,000, with grant funding set to conclude upon the earliest of expending all program funds, assisting all eligible applicants, or six years from the grant agreement (January 31, 2024). Contractors will be compensated through individual job orders, with work performed on an as-needed basis for income-eligible residents, and must provide warranties on labor and materials for a minimum of one year.
