About this file

The document is an Exception/Deviation Form for Request for Proposal (RFP) No. 26-0005 issued by the City of Fort Worth, Texas, for Disaster Recovery - Home Repair Services. The RFP seeks qualified proposers to perform rehabilitation and repair services for the Homeowners Assistance Repair and Rehabilitation Program (HARRP), which is funded through the Community Development Block Grant - Disaster Recovery (CDBG-DR) and administered by the Neighborhood Services Department. The city plans to terminate current HARRP agreements and establish new Job Order Contracts, with current vendors encouraged to submit proposals to continue providing home repair services.

The solicitation is specifically focused on home repair and rehabilitation services, with the city anticipating the negotiation of new service agreements through a competitive proposal process. The funding is derived from CDBG-DR sources, indicating a disaster recovery context for the home repair program. The form provides a mechanism for potential bidders to list any exceptions or deviations from the draft Vendor Services Agreement, with the understanding that the City of Fort Worth reserves the right to accept or reject bids based on these proposed variations. Current HARRP service providers are explicitly invited to participate in the new solicitation, suggesting a potential opportunity for incumbent vendors to maintain their service contracts.
