About this opportunity

The City of South Jordan is requesting proposals for Construction Manager/General Contractor services for the pre-construction and construction phases of two municipal facilities — a Public Works West Side Facility and a Public Works Water Annex Facility — with proposals due June 5, 2026 and a mandatory pre-proposal meeting on May 26, 2026 at 1:00 p.m. at the City of South Jordan Public Works Building, 10996 S. Redwood Road, South Jordan, Utah.

The West Side Facility occupies approximately 18 acres at 5464 West Bingham Rim Road and includes an administration building, fleet maintenance facility, vehicle storage buildings, vehicle wash facility (2,700 square feet), fuel station, and associated infrastructure. The Water Annex Facility comprises approximately 12,000 square feet at 10998 South Redwood Road and provides recreation and public works storage, public restrooms, and secure storage for Parks and Recreation with enclosed and conditioned vehicle and equipment storage. The project scope includes internal office and administrative spaces, employee amenities such as meeting facilities, fitness areas, wellness areas, training rooms, shower facilities, and lockers across multiple city departments (Streets, Water, Parks, Stormwater, Sanitation).

Owner construction budgets are $35 million for the West Side Facility and $3 million for the Water Annex Facility. The CM/GC will be contracted on a Cost of the Work Plus a Fee with Guaranteed Maximum Price basis under the APWA 00500 Standard Form of Agreement. Change order fees are capped at 5 percent for general contractor-performed work, 10 percent for subcontractor-performed work, and 5 percent for material-only changes. Liquidated damages are $1,500 per calendar day for delays beyond substantial completion. A 4–6 percent owner-controlled contingency applies for design changes, unforeseen conditions, and cost escalations. The contract includes a one-year warranty period following substantial completion. All pricing must remain firm from proposal submission through project completion.

Evaluation criteria are team qualifications (25 points), relevant experience (30 points), proposed approach and schedule (30 points), and fee structure (15 points), with pass/fail requirements for cover letter and current Utah professional licenses. Proposers must submit five relevant project examples with references and resumes of key personnel. Proposals are limited to 25 pages excluding covers and tabs, with a separate electronic fee schedule submission required. Questions are due June 3, 2026; the final addendum will be issued June 4, 2026. Expected award date is June 12, 2026, with interviews scheduled at a date to be determined. All submissions must be made electronically through Bonfire, the State of Utah's procurement platform, at https://utah.bonfirehub.com/.
