About this opportunity

The City of College Park is requesting sealed proposals for inspections and material testing services for the Rhodes Street Widening & Improvements project, with proposals due February 8, 2022 at 10:30 a.m. EST. A local-vendor preference allows vendors with a staffed physical business location within City of College Park limits for at least one year prior to proposal submission to bid up to 3% higher than the lowest non-local bidder and still be recommended for award if all bid requirements are met.

The scope includes monthly pay application verification, NPDES monitoring and reporting, soil testing, concrete inspection, utility installation inspection, aggregate base testing, and asphalt and concrete paving inspection across a project scheduled for completion May 31, 2023. The Rhodes Street project encompasses utility relocations, demolition, grading, comprehensive storm drain installation, roadway and bridge construction, and final completion activities. Proposals must detail staffing, hourly rates, unit rates, and anticipated tests or observations using a provided Excel spreadsheet (Exhibit B). Proposers must hold GDOT prequalification and relevant certifications including ACI Engineering Technician, ICC Special Inspector credentials (reinforced concrete and structural steel), and ASNT Level II/III certifications.

Evaluation criteria weight firm stability at 25%, relevant project experience and qualifications at 45%, and suitability to provide services including office proximity and equipment inventory at 30%. A bid bond equal to 5% of the bid amount is required; performance and payment bonds are waived for testing agencies serving as service providers. Proposers must obtain workers' compensation insurance, comprehensive general liability insurance with a minimum limit of $1 million, automobile liability insurance of not less than $500,000, and umbrella liability insurance within ten days of Notice of Award. Questions are due February 1, 2022 at 12:00 p.m. EST; addenda will be published by February 4 at 4:00 p.m. EST. The City will accept or reject all bids within 90 days from bid opening. Willmer Engineering was recommended for award at $121,035.
