Addendum No. 2 to RFP - Interdepartmental Software System

This is Addendum No. 2 to a Request for Sealed Proposal issued by the City of College Park, Georgia for an Interdepartmental Software System (BID #020822). The City seeks a comprehensive software solution to address permits, inspections, code enforcement, and business licensing functions across multiple departments. The system must support 28-30 internal agency users, consisting of 14 in-office users and 7 field-only users. The City has previously met with vendors including SipliGov, SageGov, Tyler Technology (New World), Iworqs System, and Open Works, and has reviewed product demonstrations for inspections, city clerk, zoning, code enforcement, and general ledger accounting functions. The original proposal deadline was February 8, 2022 at 10:30 a.m. EST.

The City currently operates Tyler Technology (New World) for permits, plan reviews, inspections, code enforcement, and business licensing, and does not seek to replace this system but rather supplement it with bi-directional interfaces. Vendors must quote three specific interfaces: one with Tyler Technology (New World), one for business license integration, and one for Laserfiche (the City's existing Electronic Document Management System). The interface with the EDMS is required regardless of whether the proposed solution includes built-in document management capabilities. The City manages eight business license types, multiple permit categories (commercial, residential, land disturbance), and enforcement record types including rezoning, variances, administrative appeals, and demolition requests. Project funding requires City Council approval. No bonds, electronic submittals, or advance insurance documentation are required. Data conversion will involve uploading and converting data from a minimum of five individual departmental data sources into the new system.
